The meeting was called to order at 2:05 PM MST by William A. Thompson.

 

 

EDUCATION REQUIREMENTS

 

The Board discussed the education requirements for the Drinking Water Very Small Water System license. It was determined that when reviewing the continuing education applications the Board would need to be more aware of the licensing requirements and try to determine if the course would meet the VSWS education requirements. This would also apply to the Wastewater Very Small System license education requirements.

 

The Board reviewed and discussed making the following changes to the proposed rule for the Wastewater Very Small System license.

 

300.01.c. To qualify for a very small wastewater system license an operator must have a high school diploma or GED and fifty (50) hours of acceptable operator-in-training experience at a wastewater collection system and fifty (50) hours of acceptable operator-in-training experience at a wastewater treatment system and complete an approved six (6) hour pumps and motors course; an approved six (6) hour lagoon operation and maintenance course; and or an approved six (6) hour large soil absorption system course for a combined total of one hundred eighteen (118 2) hours.

 

A motion was made by Mr. Holton to direct Ms. Cory to contact the Department of Administration to see if the two changes could be made to the proposed rules as discussed. Seconded by Mr. Keady, motion carried.

 

AMENDED AGENDA

 

A motion was made by Mr. Holton to amend the agenda to add the review of the Drinking Water Distribution Very Small Water System applications that were denied at the November 4, 2009 Board meeting. Seconded by Mr. Annen, motion carried.

 

EXECUTIVE SESSION

A motion was made by Mr. Burnell that the Board go into executive session under Idaho Code 67-2345(1)(d) to consider records that are exempt from disclosure under the Idaho Public Records Law.  The purpose of the Executive Session was to consider license application materials.  Seconded by Mr. Holton. The vote was: Mr. Burnell, aye; Mr. Holton, aye; Mr. Keady, aye; Mr. Villegas, aye; Mr. Annen, aye; and Mr. Thompson, aye. Motion carried.

 

A motion was made by Mr. Burnell to come out of executive session. Seconded by Mr. Holton. The vote was: Mr. Burnell, aye; Mr. Holton, aye; Mr. Keady, aye; Mr. Villegas, aye; Mr. Annen, aye; and Mr. Thompson, aye. Motion carried.

 

A motion was made by Mr. Burnell to approve two applications for examination and to deny one application. Seconded by Mr. Keady, motion carried.
