Mr. Payne discussed the clinical supervision plan application and the problems associated with them. Many applicants do not answer the questions completely and the majority do not include information on providing treatments as part of their clinical work. Mr. Payne and Ms. Jurgens will help put together a list of questions and answers regarding clinical supervision to post on the Board’s website on a “Frequently Asked Questions” page.
Mr. Hetrick informed the Board of an upcoming meeting on October 15, 2008 hosted by Health and Welfare Behavioral Health regarding rules on Designated Examiners. An invitation is extended to someone on the Board to attend. Moved by Ms. Ring that Mr. Payne be allowed to attend this meeting on behalf of the Board and allow expenses to be paid by the Board. Seconded by Mr. Payne, motion carried. Mr. Payne will contact Heath and Welfare regarding the meeting agenda and see if it is a possibility to add discussion on clinical supervision for LMSW’s.
Ms. McGinty presented the Board information on approving continuing education courses for case number SWO-2007-6 as part of the stipulation and consent order agreement. Moved by Ms. Jurgens to approve the ethics and boundaries courses. Seconded by Mr. Walton, motion carried.
The Board reviewed an application for a master level social worker requesting to take the master level exam. The applicant is on probation with their bachelor level license. Moved by Ms. Jurgens to deny the master level application until their probation is completed. Seconded by Mr. Payne, motion carried.
Moved by Ms. Jurgens that the Board enter executive session to review applications exempt from public exposure per Idaho Code 67-2345 (1) (d). Seconded by Ms. Burt-Patterson, motion carried. Individual votes for this motion were: Ms. Burt-Patterson, aye; Ms. Jurgens, aye; Ms. Ring, aye; Mr. Walton, aye; Mr. Payne, aye; and Ms. Magera, aye.

The Board reviewed the master level application for social work applicant 901053463. Ms. Jurgens recused herself from discussion. Moved by Ms. Ring to invite the applicant to the December 1, 2008 Board meeting to discuss the criminal conviction. Seconded by Mr. Payne, motion carried.
The Board reviewed the out of state clinical supervision from applicant Brenda Wilkes. Moved by Ms. Jurgens to approve the out of state supervision and approve the applicant to take the clinical level exam. Seconded by Ms. Burt-Patterson, motion carried.

bachelor level application for social work applicant
The Board reviewed two clinical supervision plans. After discussion, the Board directed a letter should be sent to each applicant requesting addition information.
The Board reviewed a clinical supervisor registration form and copies of 15 hours of clinical supervision training. The content of the training was not clear and the Board directed the Bureau to request additional information.
The Board reviewed a letter from a social worker requesting continuing education be waived in order to renew their social work license. Moved by Ms. Jurgens to deny the request for waiving the required continuing education. Seconded by Mr. Payne, motion carried.
The Board reviewed a related field application for applicant 901062785. Moved by Ms. Jurgens to deny the application based upon not meeting the requirements for internship, social work methods, and the18 semester credit hours taught by an MSW. Seconded by Ms. Burt-Patterson, motion carried.
Moved by Mr. Payne to adjourn the meeting at 10:40 AM MDT. Seconded by Ms. Ring, motion carried.
