Meeting Minutes of April 7, 2003

The Board and Bureau welcomed new Board member Cheryl Jurgens.
Virginia Dickman moved to approve the December 2, 2002 board meeting minutes. Rhonda Murray seconded and the motion carried. Virginia Dickman moved to approve the January 28, 2003 conference call minutes. Rhonda Murray seconded and the motion carried.
Rayola Jacobsen reported that the Senate
and House Committees passed the rules and they are in effect now.
Ms. Jacobsen reported that social workers will be able to renew their license on-line and that a convenience fee will be charged in addition to the renewal fee.
Budd Hetrick presented the finance report indicating a balance of $31,199.87. Cheryl Jurgens moved to approved mileage reimbursement for Robert Payne for the three meetings he attended in Boise regarding the rules. Virginia Dickman seconded and the motion carried.
Virginia Dickman moved to enter executive
session to discuss possible litigation not subject to public disclosure. Rhonda Murray seconded and the motion carried.
Virginia Dickman moved to enter regular
session. Vickie Powers seconded and
the motion carried.
Complaint file SWO-P4B-03-02-84 is scheduled for a hearing next week. Virginia moved that complaint file SWO-L3C-02B-02-89 be closed without action based upon recommendation from the Attorney General’s office. Rhonda Murray seconded and the motion carried.
Alberta Dooley attended the meeting requesting the Board to consider her past clinical supervision and grant her the LCSW license. At this time the Board is unable to grant this request, as the rules require pre-approval of supervisor prior to commencing supervision.
PUBLIC BOARD MEMBER
The Board discussed adding a public board member to the Board. Rhonda Murray moved to add a public board member to the Board. Virginia seconded and the motion carried. Roger Hales will draft language for this law change.
Board discussed independent practice of social work. Virginia Dickman moved to add new language to read, “Those persons licensed by the State of Idaho as bachelor social workers prior to August 5, 2002 shall be exempt from the requirement to submit supervision and this provision shall expire January 1, 2005. Those persons licensed by the State of Idaho, as master level social workers prior to August 5, 2002 shall be exempt from the requirement to submit supervision and this provision shall expire January 1, 2005. Vickie Powers seconded the motion, carried.
NEW BOARD MEMBER TRAINING
Vickie Powers will be attending the ASWB new board member training June 27 – 29, 2003 at Chantilly, Virginia.
NASW recommended the Board consider allowing clinical social workers to obtain 5 hours of continuing education that is not clinical in nature.
The Board discussed allowing Board members
to review applications in between board meetings and issue licenses.
Roger Hales will draft language for the rules that would allow
applications to be reviewed and licenses issued for applicants that meet all the
requirements and the names will be brought to the next board meeting.
The Board also would like to review examination applicants between board
meetings that require board approval to take the ASWB exam.
The Board further discussed the Independent
Level license grandfather clause and Roger Hales stated that he would draft
language and forward copies to the Board to review.
The Board discussed LMSW’s obtaining clinical supervision for the clinical level license. Master level social workers employed at Health and Welfare chose not to obtain their clinical license because they were exempt under Rule 201.03, which was taken out under the new rules. The Board will draft a new temporary rule to allow LMSW’s to apply for their clinical level license by providing documentation of clinical supervision received after obtaining their master level license.
The Board discussed changing the continuing
education ethics requirement to one hour of ethics each year instead of the four
hours every four years. The Board
also decided to add private social service agencies to Rule 351.03.
The Board discussed continuing education
for clinical level social workers. Virginia
Dickman moved that clinical social workers can obtain 5 hours of the required 20
hours of continuing education outside the scope of clinical practice but related
to social work. Rhonda Murray
seconded the motion, motion carried.
The meeting adjourned at 4:00 p.m. on April
7, 2003 and reconvened April 8, 2003 at 9:00 a.m.
The Board continued to discuss rule changes
regarding private practice and independent practice and to work on language to
clarify the difference.
The fees established in the law were discussed and the Bureau will review and draft new language.
