Meeting was called to order at 1:30 PM MDT by acting Chair Dennis Bell.

 

 

APPROVAL OF MINUTES

 

Ms. Allen made a motion to approve the minutes of May 14, 2009. Ms. Mecier seconded. Motion carried.

 

FINANCIALREPORT

 

Ms. Cory presented the financial report. As of May 31, 2009 the Board had a negative balance of $43,946.37. Ms. Cory noted that projections have indicated a smaller increase in fees than anticipated would be in order. A discussion was held regarding the proposal presented during the meeting of May 14, 2009. After discussion, Ms. O’Donnell made a motion to increase the renewal fee from $100.00 to $125.00. Ms. Mecier seconded. Motion carried.

 

BUREAU STAFF ADDITION

 

Ms. Cory introduced Ms. Peel as the Investigative Unit Manager to the Board.

 

 

OLD BUSINESS

 

Rule Changes

 

The Board reviewed proposed rule changes for the next legislative session. The changes approved were as follows:

 

A motion was made by Mr. Bell to revise Rule 175.02 to add: “Endorsement”. Ms. Mecier seconded. Motion carried.

 

A motion was made by Mr. Bell to revise Rule 175.06 to add: “or examination fees for unexcused applicants”. Ms. Mecier seconded. Motion carried.

 

A motion was made by Ms. Allen to revise Rule 200.02 to add: “and the applicant shall submit proof of having obtained the required continuing education in the twelve (12) months prior to reinstatement”. Ms. O’Donnell seconded. Motion carried.

 

Mr. Stoll presented a rule for endorsement. A motion was made by Ms. Mecier to approve the language for “Rule 310 Endorsement”. Ms. Allen seconded. Motion carried.

 

A motion was made by Ms. Allen to add Rule 400.06: “Carryover of Continuing Education Hours”. Ms. O’Donnell seconded. Motion carried.

 

A motion was made by Ms. O’Donnell to add Rule 400.07: “Special Exemption. Ms. Reis seconded. Motion carried.

 

A motion was made by Mr. Bell to revise Rule 450 to clarify language. Ms. O’Donnell seconded. Motion carried.

 

A motion was made by Mr. Bell to revise Rule 450.02.a to reflect the correct reverence to Idaho Code. Ms. O’Donnell seconded. Motion carried.

 

A motion was made by Ms. O’Donnell to change Rule 450.02.c to read: “two (2) permit holders at a time”. Ms. Allen seconded. Motion carried.

 

A motion was made by Ms. O’Donnell to change Rule 450.02.d to add: “The supervisor must have an established business site within the state of Idaho that he regularly utilizes as a base of operation.” Ms. Allen seconded. Motion carried.

 

A motion was made by Ms. Reis to change Rule 450.02.f to add: “of a hearing aid dealer and fitter permit holder”. Ms. Mecier seconded. Motion carried.

 

A motion was made by Ms. Allen to change Rule 450.03.d to clarify language. Ms. Mecier seconded. Motion carried.

 

A motion was made by Ms. Reis to change Rule 450.03.d.iv. to add: “Hearing aide dealers and fitters and audiologists must provide a copy”. Ms. Allen seconded. Motion carried.

 

A motion was made by Ms. Huylar to change Rule 450.03.e to read: “may be revoked.” Ms. Reis seconded. Motion carried.

 

Medicaid Testing

 

The secretary explained that testing is not a requirement of Medicaid; however, providers must be registered. If a provider is both an Audiologist and a Hearing Aid Dealer, they must register as a provider for both. Contact numbers were provided.

 

TSLP Request for Multiple Supervisors

 

A discussion was held regarding requests from the previous meeting to allow Provisional Permit holders to have more than one supervisor and work for more than one provider. It was determined this would be acceptable.

 

CE Provider Application

 

The secretary advised the Board there has been no response to a letter requesting further information as to the relevance of the courses offered in relation to Speech Language Pathology; Audiology; and Hearing Aid Dealer and Fitters.

 

 

CE Audits

 

The secretary advised the Board that CE Audits may be performed twice per year as long as requirements were met. Mr. Bell made a motion to have CE Audits performed twice per year to coincide with face to face meetings. Ms. Reis seconded. Motion carried.

 

Endorsement Requirements for Other States

 

The secretary advised the Board of requirements for SLP Endorsement on Teacher/Educator licenses in the states of Utah and Washington. Both states’ requirements for the SLP endorsements are equivalent to those in the State of Idaho.

 

 

NEW BUSINESS

 

Appreciation of Board Members

 

Chairman Seitz expressed his appreciation to Ms. Allen and Ms. Mecier for their hard work during their terms on the board.

 

EXECUTIVE SESSION

 

Ms. Mecier made a motion to go into executive session for review of applications per Idaho Code 67-2345(d), Ms. Reis seconded. Aye votes were: Mr. Bell, Ms. O’Donnell, Ms, Huylar, Ms. Allen, Ms. O’Donnell Ms. Reis and Chairman Seitz. There were no nay votes. Motion carried.

 

Ms. Reis made a motion to come out of executive session, Dr. Mecier seconded. Aye votes were Mr. Bell, Ms. Reis, Ms. Allen, Ms. Huylar, Ms. O’Donnell, Dr. Mecier and Chairman Seitz.

 

A motion was made by Ms. Allen and seconded by Ms. Reis to approve the following:
