Meeting was called to order at 1:30 PM MST by Andrew J. Seitz.

Emily Mac Master, Deputy Attorney General reported the following:

 

SHS 2009-1              Ms. Mac Master presented the consent order. Mr. Bell made a motion to accept the consent order and to authorize the Board Chair to sign on behalf of the Board. Ms. Mecier seconded, motion carried.

For Board Determination:  

I-SHS-2007-16         INV did not reveal evidence to support the allegations or a violation.  IBOL recommends the Board authorize closure. A motion was made by Mr. Bell to accept the Bureau’s recommendation to authorize closure. Ms. O’Donnell seconded, motion carried.

 

APPROVAL OF MINUTES

Approval of the minutes of November 17, and December 18, 2008 was set aside until the next meeting.

 

 

OLD BUSINESS

 

Audioprosthologist

Further discussion on the definition and scope of practice regarding an audioprosthologist was set aside until the next meeting.

 

Reciprocity vs. Endorsement

Mr. Stoll explained the differences between reciprocity and endorsement, and that either would involve a law change followed by a rule change. Ms. O’Donnell made a motion for Mr. Stoll to draft an endorsement law/rule change. Ms. Mecier seconded, motion carried.

 

Continuing Education Hardship Waiver

Following a brief discussion of Continuing Education hardship waivers, Ms. Allen made a motion for Mr. Stoll to draft a law/rule change allowing for a waiver of Continuing Education requirements in certain hardship circumstances on a case by case basis. Ms. Reis seconded, motion carried.

 

Quarterly Report Form

The revised Quarterly Report Form was presented to the Board. Ms. O’Donnell made a motion to approve and post the form to the website, pending legal approval. Ms. Mecier seconded, motion carried.

 

NCSB Dues

Discussion of membership benefits with the NCSB and payment of dues was tabled until the next meeting.

 


 

EXECUTIVE SESSION

Mr. Bell moved to go into executive session for review of applications per Idaho Code 67-2345(d). Ms. Mercier seconded. Aye votes were: Ms. Allen, Ms. Mercier, Ms. O’Donnell, Ms. Reis, and Chairman Seitz. There were no nay votes. Motion carried.

 

Ms. O’Donnell moved to come out of executive session, Ms. Mercier seconded, motion carried.

 

A motion was made by Ms. Mercier and seconded by Ms. O’Donnell to approve the following:

Following a brief discussion, this item was tabled until the next face to face meeting.
