Meeting was called to order at 1:30 PM MDT by Andrew J Seitz.
APPROVAL OF MINUTES
Ms. Allen moved to approve the minutes of the September 11, 2008 meeting, Ms. Reis seconded, and it carried.
The Board addressed the issue of Cerumen management as questioned in an e-mail from Sherry Summers. Chairman Seitz stated the laws do not specifically address this issue on purpose. It had been decided this was an issue covered by the Audiologist’s Liability Insurance. Ms. Reis moved to have Mr. Stoll draft a response to Ms. Summers. Ms. O’Donnell seconded, and it carried.
The Academy of Audiologists has requested a link to the Speech and Hearing Website under “other items of interest.” Jody O’Donnell made the motion to allow the internet link. Ms. Reis seconded, and it carried.
Ms. Alana Miller requested verification of the Board’s position on telepractice by SLPs, stating this would be helpful in rural practice. The Board felt Telepractice using either video or webcam could be useful, with proper training. Ms. O’Donnell moved the Board table further discussion until the November 13th meeting, when ASHA and AAA standards will be reviewed. Ms. Allen seconded, and it carried.
SUPERVISOR RULE CHANGE
A letter from Ms. Anne Kuhlmeier was read requesting the rules be changed to allow more than one TSLP Permit holder be supervised by one supervisor. Ms. Kuhlmeier stated that most other states allow more than one TSLP per supervisor, and referenced examples. The Board decided to table discussion until the November 13th Meeting. Ms. Kuhlmeier will be invited by the Board to present her ideas in person.
WAIVER OF CEUs
A letter from E.J. Gerry Fitzgerald was read. Mr. Fitzgerald requested an extension to complete his CEU hours until November of this year, due to extenuating circumstances. A discussion was held on how to proceed as there are no provisions for hardship cases in the current rules. It was decided the Board will work with Mr. Fitzgerald and make suggestions for completion of the required CEUs. The Board will look at a rule to address CE hardship cases.
QUARTERLY REPORT FORMS
The Board discussed Quarterly Report Forms to be used by supervisors of current TSLPs. The guidelines on the website (the permit application form and the licensure laws) indicate that there is a form provided by the Bureau/SHS Board. Chairman Sietz requested a copy of the HAD Form be sent to Ms. O’Donnell and Ms. Allen. Ms. O’Donnell and Ms. Allen will devise a form for review at the November 13th Board Meeting.
Ms. O’Donnell moved to go into executive session for review of applications per Idaho Code 67-2345(d). Ms. Mercier seconded. Aye votes were: Ms. Allen, Ms. Huyler, Ms. Mercier, Ms. O’Donnell, Ms. Reis, Mr. Bell, and Chairman Seitz. There were no nay votes. Motion carried.
Ms. O’Donnell moved to come out of executive session, Ms. Mercier seconded, motion carried.
Ms. O’Donnell moved to approve the following for licensure or exam:
