Chairman Seitz called the meeting to order at 1:30 p.m.




Mr. Klein presented the Board with signed stipulation and consent orders from Mr. Schroeder and from Mr. Burns for review.  Mr. Peterson moved to accept the two stipulation and consent orders and have Chairman Seitz sign them on behalf of the Board.  Ms. O’Donnell seconded the motion, and it carried.


Mr. Hales presented a corrected copy of a contract from Mr. Wykle for review.  Mr. Bell moved to approve the contract as written.  Ms. Allen seconded the motion, and it carried.


Discussion was held on the scope of practice issue, and the committee is working on defining scope of practice.  A rule to outline interoperative monitoring or a special certification may be adopted. A decision will be made at the May 8, 2008 meeting. 


Discussion was held on a letter from Mr. Hawkes asking about why the word “diagnosis” is not in the law or rules.  Consensus is that an audiologist cannot diagnose a disease.

An audiologist can assess a loss but cannot identify the cause of the loss.


Ms. Mecier moved to have Mr. Hales direct a letter to Mr. Hawkes. A committee of Mr. Seitz and Ms. Mecier will report at the May meeting on why the word diagnosis is not in the law. Ms. O’Donnell seconded, and the motion carried.




Ms. O’Donnell moved to go into executive session for review of applications per Idaho Code 67-2345 (1) (d).  Ms. Mecier seconded the motion.  Call for roll call vote:  Ayes, Ms. O’Donnell, Ms. Mecier, Ms. Allen, Ms. Huylar, Mr. Peterson, and Mr. Bell.  Motion Carried.


Ms. O’Donnell moved to come out of executive session.  Ms. Mecier seconded. Roll Call vote: Ayes included Ms. O’Donnell, Ms. Huylar, Ms. Mecier, Ms. Allen, Mr. Peterson, and Mr. Bell. Motion carried.


Ms. Allen moved to issue licenses to those approved by the Board:  Randall Keith Avery HT-1701, Kari Sue Brown SLPA-1699, Ronald James Conlin  AUD-1702, Angela Michele Gillentine AUD-1697, Sherri Louise Miller SLP-1686, Bridget Maire Rebich SLP-1686, and Mariah DeLong SLP-1700.  Ms. O’Donnell seconded, and the motion carried.


Ms. Allen moved that upon confirmation of the Washington State Board information on the fines being paid and payment of examination fees, the Bureau could issue the examination to applicants 901091334 and 901091362. Mr. Bell seconded the motion, and it carried.


Ms. O’Donnell moved that upon certification of the post-graduate experience requirement or a copy of an ASHA membership card Sandra Reddish be licensed.  Ms. Mecier seconded the motion, and it carried.




Ms. O’Donnell is working on the open-book examination for Speech Language Pathologists and will get the information to the Bureau for use.




The next scheduled meeting is a conference call on February 20, 2008 at 1:30 p.m.




The Governor is working on drafting a bill to clarify the law regarding length of office and the dates for ending terms of office for the members of the Idaho State Board of Speech and Hearing Services.


Having no further business before them, Ms. Allen moved to adjourn the meeting at 2:30 p.m.  Ms. Mecier seconded the motion, and it carried.
