Minutes of June 28, 2007

Chairman Seitz called the meeting to order at 1:36p.m.


Ms. Mac Master presented case number SHS-2007-4 to the Board for review. 

After review of the case, the Board agrees with the recommendation of the Attorney General’s office.




Mr. Bell moved to go into executive session for review of applications that are exempt from disclosure as provided in 67-2345 (d), Idaho Code. Ms. O’Donnell seconded, and the motion carried.


Ms. O’Donnell moved to come out of executive session. Ms. Mecier seconded, and the motion carried.


Ms. O’Donnell moved to issue licenses to those approved by the Board. Mr. Peterson seconded, and the motion carried.


Ms. Mecier moved to deny SLP licensure at this time to Genna Arnell, Teresa Ann Lancaster, and Haylie Ann Miller, but to have them apply for the Provisional Permit until the Clinical Fellowship Year has been completed. Ms. Allen seconded, and the motion carried.


Mr. Bell moved to delay issuing a SLP license to Mrs. Malkasian until the application has been completed.  Question 14 was missing from her application.  Ms. O’Donnell seconded, and the motion carried. 




Discussion was held on the licensing of people who have completed the coursework but the transcripts do not reflect that a degree has been issued.  The law states that there must be proof of a master’s degree or doctoral degree.  The Board is unable to make exceptions in the law. There must be an official transcript on file that shows the degree posted.


Ms. Huylar moved that Roger Hales is to respond to the e-mail stating the Board’s understanding of the situation but that it cannot make exceptions to the law. Ms. O’Donnell seconded, and it carried.


Discussion was held on the National Council of State Boards of Examiners for Speech-Language Pathology and Audiology.


Mr. Peterson moved to table this until the next meeting.  Ms. Mecier seconded and it carried.


Discussion was held on the Bureau of Medicaid billing by Speech Language Pathologists but not by Aides or Assistants.   The Board is to make the Idaho Speech, Language, and Hearing Association (ISHA) aware of the issue presented and this will be on the agenda for the next meeting.


Next conference call scheduled for August 23, 2007 at 1:30p.m.


Ms. Mecier moved to adjourn the meeting at 2:45p.m.  Mr. Peterson seconded, and it carried.
