Minutes of NOVEMBER 13, 2003

Chairman Wachtler called the meeting to order at 1:17p.m. 

Mr. Rademacher moved to approve the minutes of May 8, 2003.  Ms. Olenick seconded and the motion carried. 

Ms Olenick moved to approve the minutes of the May 30 conference call.  Mr. Rademacher seconded and the motion carried. 

Mr. Rademacher moved to approve the minutes of June 12, 2003 conference call.  Ms. Olenick seconded and the motion carried. 

BUREAU STAFF 

Mr. Hetrick presented the addendum to the contract between the Board and the Bureau for review.  Ms. Olenick moved to accept the contract and authorized Chairman Wachtler to sign the contract on behalf of the Board.  Mr. Rademacher seconded and the motion carried. 

Mr. Hetrick presented the financial report showing a negative balance of $13,438.87. 

Mr. Hetrick explained that the legal costs and a decline in revenues were the main reasons for the financial standing and the Bureau recommends that the Board increase the renewal fee to $250.00 annually. 

This is to be an agenda item for the May 2004 Board meeting. 

The Board would like notice sent to all licensees about a possible fee increase and for them to respond in writing by the May 2004 meeting. 

Mr. Hetrick presented the Investigative Report showing four complaints have been received this year and three are under investigation. Four complaints remain open from past years. 

Case H P3A 1-2003-7 Mr. Rademacher moved to accept the Bureau recommendation to close the file.  Ms. Olenick seconded and the motion carried. 

Case HAD L2-1-2003-6 Ms. Olenick moved to accept the Bureau recommendation to close the file.  Mr. Rademacher seconded and the motion carried. 

Case HAD L2-2-2003-5 Mr. Rademacher moved to accept the Bureau recommendation to close the file.  Ms. Olenick seconded and the motion carried. 

Case HAD P3B-1-2004-1 Ms. Olenick moved to accept the Bureau recommendation to close the file.  Mr. Rademacher seconded and the motion carried. 

Discussion was held on high school equivalency and limiting the number of times an exam can be taken before proof of more education or training is required.  This is to be on the May agenda. 

Ms. Olenick moved to go into executive session for discussion with Counsel regarding pending litigation.  Mr. Rademacher seconded and the motion carried.  

Ms. Olenick moved to come out of executive session.  Mr. Rademacher seconded and the motion carried. 

Randell Brown presented a report to the Board on concerns the Idaho Hearing Society has with present law and rules, the Bureau and the Board. 

Mr. Rademacher reported that he had sent a letter to all licensees asking for response to two questions:

    1. To raise the education standards to include two years of formal study.

    2. To removed or to change sound-field testing. 

Of those who responded only two did not want to increase the education standards and one did not want to change or remove sound-field testing. 

Board business file was cleared with no action taken. 

The minute book, certificates, per diem and travel expense vouchers were signed. 

The examination was set up for testing on November 14, 2003. 

Mr. Rademacher moved to adjourn the meeting at 3:30P.M.  Ms. Olenick seconded and the motion carried.
