Meeting was called to order at 2:00 PM MDT by Ione Springer.
APPROVAL OF MINUTES
A motion was made by Ms. Goettsche to approve the minutes of August 7, 2008 as written. Seconded by Ms. Simon, motion carried.
Ms. Cory presented the legislative update to the members of the Board. She stated the temporary rule for the examination has been published in the administrative bulletin.
Ms. Cory presented the financial report to the members of the Board. The current cash balance is $4,970.59.
Mr. Hotchkiss presented the investigative report to the members of the Board.

DISCUSSION REGARDING HEADMASTERS EXAMINATION
Ms. Ellis approached the members of the Board and discussed the correspondence that was sent on August 22, 2008 regarding the Headmasters examination. Ms. Ellis asked the Board for their approval of this exam as an alternative to the current National Association of Boards (NAB) and open book exams.
Ms. Meyer asked if the applicants would still take the open book exam if they chose to take the Headmasters exam. Ms. Ellis stated no because the Headmasters exam will already cover the state rules and regulations, as the open book does.
Ms. Springer stated that when Health and Welfare developed the exam their intent was for someone to then be able to look up the rules and regulations and find the answer. With the format Headmaster is using it will take away from this intent. Ms. Meyer agreed.
Mr. Eaton asked if the Board could review the test before they approve it. Ms. Ellis stated no.
Mr. Hales asked Ms. Ellis if she wanted the Headmasters exam approved today. She stated yes.
Ms. Springer stated the Board ran a pilot project when they approved the NAB exam several years ago. She also stated she has concerns over the limited number of questions for each of the five core areas. Additionally, she doesn’t want to lower the bar on expectations for licensure.
Ms. Simon stated she finds it difficult to approve a test with no proof of history of the exam. She thinks someone should take the test that is impartial and then compare it to the NAB exam. Ms. Meyer agreed. Ms. Goettsche agreed as well and also added that she feels the applicant should have to take the open book exam on rules and regulations, regardless of which test they choose to take.
The Board discussed how they were going to move forward with regard to the Headmasters exam.
A motion was made by Ms. Meyer to enter into executive session as per Idaho Code 67-2345(f). Seconded by Mr. Eaton. The vote was: Ms. Springer, aye; Ms. Simon, aye; Ms. Goettsche, aye; and Mr. Eaton, aye. Motion carried.
A motion was made by Ms. Simon to come out of executive session. Seconded by Ms. Goettsche. The vote was: Ms. Springer, aye; Ms. Simon, aye; Ms. Goettsche, aye; and Mr. Eaton, aye. Motion carried.
A motion was made by Ms. Simon to ask five individuals to take the Headmasters exam. This will include a Board member, a representative from Health and Welfare, and three others from the different types of facilities in regard to the number of beds. These individuals would then come back with their opinions on how they felt about the exam and the Board will make a decision about the approval of the exam at that time. Seconded by Ms. Meyer, motion carried.
NEXT MEETING The next meeting is scheduled for Wednesday November 19, 2008 at 9:00 a.m.
Ms. Ellis stated she will follow up with the Bureau with the information for taking the exam.
ANNUAL NATIONAL ASSOCIATION OF BOARDS (NAB) DUES
A motion was made by Ms. Simon to approve the annual NAB dues for 2009 in the amount of $1,200.00. Seconded by Ms. Meyer, motion carried.
A motion was made by Ms. Meyer to enter into executive session to discuss applications exempt from public disclosure as per Idaho Code 67-2345.1(d). Seconded by Ms. Goettsche. The vote was: Ms. Springer, aye; Ms. Simon, aye; Ms. Goettsche, aye; and Mr. Eaton, aye. Motion carried.
A motion was made by Ms. Meyer to come out of executive session. Seconded by Mr. Eaton. The vote was: Ms. Springer, aye; Ms. Simon, aye; Ms. Goettsche, aye; and Mr. Eaton, aye. Motion carried.
APPLICANT ID 901103553 A motion was made by Ms. Simon to notify the applicant they must complete an approved administrator course. Seconded by Ms. Goettsche, motion carried.
APPLICANT ID 901104059 A motion was made by Ms. Simon to require the applicant complete the open book and NAB examinations. Seconded by Mr. Eaton, motion carried.
APPLICANT ID 901077629 A motion was made by Ms. Simon to require the applicant take the NAB exam as they have already completed the open book examination. Seconded by Ms. Meyer, motion carried.
INDIVIDUALS TO TAKE THE HEADMASTERS EXAMINATION
The Board would like Mr. Eaton, member, to take the exam. He will ask Jamie Simpson from Health and Welfare to take it as well. Mr. Eaton and Ms. Goettsche will form a committee to find three other individuals. Ms. Simon stated she can be an alternate to represent the larger bed facilities.
The Board reviewed continuing education audits and renewals and signed wall certificates.
A motion was made by Ms. Meyer to adjourn the meeting at 4:35 p.m. Seconded by Mr. Eaton, motion carried.
