Minutes of May 22, 2007

 

The Idaho State Board of Examiners of Residential Care Facility Administrators meeting was called to order at 9 a.m., on Tuesday May 22, 2007, at the Bureau of Occupational Licenses, Owyhee Plaza, 1109 Main Street, Suite 220, Boise, Idaho.

MINUTES of JANUARY 23, 2007

 

A motion was made by Shirlie Meyer to approve the minutes for January 23, 2007. Seconded by Vicky Goettsche, motion carried.

 

H&W BACKGROUND CHECKS

 

Randy May approached the Board with a handout outlining the proposal from the department for IDAPA 16.03.22. Roger Hales stated he is concerned about the Residential Care Administrative Rule 150.01 regarding good moral character. Ione Springer, Board Chair, asked Randy May if at this time an applicant for an administrator license can go to Health and Welfare for their required background check? Randy may stated yes, and they can also state they will be in direct contact with residents/patients. Ione stated when the rule changed there were problems with applicants getting turned away, but with this new rule it will alleviate that problem.

 

A motion was made by Shirlie Meyer to accept the Health and Welfare and the Idaho State Police background checks. Seconded by Vicky Goettsche, motion carried.

 

NAB PASS/FAIL RATE

 

Roger Malm approached the Board. He represents Ashley Manor which includes twenty-two (22) facilities throughout the state. He stated with the new testing the fail rate has increased and has put a cost burden to the corporation. He stated study materials are inadequate for the national exam and there are problems finding adequate testing dates. Kris Ellis, IDALA Executive Director, stated it might be helpful to increase the time with the provisional permit fee from three (3) months to six (6) months. Roger Hales stated follow up should be done the NAB to find out the national pass/fail rate as compared to Idahoís and to evaluate the preparatory administrator courses, as it is the Boardís responsibility to verify the test is appropriate. Ione Springer added she has concerns over the approved courses and whether or not they are effectively preparing the applicants to take the test.

 

The Board would like to review the approved administrator courses. These include courses given by the Idaho Assisted Living Association, the Idaho Health Care Association, Texas University, and Chapel Hill. 

 

LEGISLATIVE REPORT

 

Tana Cory presented the legislative report. She stated the Governor has approved a revised budget for the Bureau which includes the addition of staff members. Roger Hales stated the law change passed to increase the cap on fees as well as adding the scope of practice to the rules.

 

FINANCIAL REPORT

 

Budd Hetrick presented the financial report, stating the budget is on track and revenue is just under expenses. The balance has declined however expenditures and revenue are more closely matched than at this time last year. The increase in the application fee and the provisional permit will help with the overall balance.

 

INVESTIGATIVE REPORT

 

RCA-P3B-3-2004-7 A motion was made Shirlie Meyer to accept the Bureau's recommendation for closure. Seconded by Vicky Goettsche, motion carried.

 

RCA-B6A-4-2005-4 A motion was made by Shirlie Meyer to accept the Bureau's recommendation for closure. Seconded by Vicky Goettsche, motion carried.

 

ADMINISTRATOR COURSE

 

Provider Management LLC is requesting the approval of an assisted living administratorís course. A motion was made by Vicky Goettsche to approve the administrator course given by Provider Management LLC, Seconded by Shirlie Meyer, motion carried.

 

A motion was made by Shirlie Meyer to post on the website a list of all approved courses with the language that includes "and other approved courses" Seconded by Vicky Goettsche, motion carried.

 

CONTINUING EDUCATION APPROVAL REQUESTS

 

A motion was made by Shirlie Meyer to grant RCA-186 the approval for nine (9) hours of continuing education. Seconded by Vicky Goettsche, motion carried.

 

A motion was made by Shirlie Meyer to deny RCA- 186 request for blanket continuing education approval for future courses where she has failed to supply the required documentation reviewing the specific course, provider, and instructor information. Seconded by Vicky Goettsche, motion carried.

 

A motion was made by Vicky Goettsche to accept RCA-1123 application for six (6) continuing education credits for attending a diabetes course. Seconded by Shirlie Meyer, motion carried.

 

2007 NAB MEETING

 

A motion was made by Shirlie Meyer to approve travel expenses for Vicky Goettsche to attend the annual NAB meeting in San Francisco, CA. Seconded by Vicky Goettsche, motion carried.

 

A motion was made by Shirlie Meyer to enter into executive session to discuss application exempt from disclosure Idaho Code 67-2345.1.a. Seconded by Vicky Goettsche, motion carried.

 

A motion was made by Shirlie Meyer to come out of executive session. Seconded by Vicky Goettsche, motion carried.

 

RCAA-1293

 

A motion was made by Shirlie Meyer to direct the Bureau staff to send a letter to the applicant asking them to provide verification of accreditation from the state department of education in which the diploma was issued. Seconded by Vickie Goettsche, motion carried.

 

RCAA-1311

 

A motion was made by Shirlie Meyer to direct the Bureau staff to send a letter to the applicant asking them to provide verification of accreditation from the state department of education in which the diploma was issued. Seconded by Vickie Goettsche, motion carried.

 

RCAA-1318

 

A motion was made by Shirlie Meyer to deny the application for licensure as a residential care administrator and if the applicant wants to she can appear before the Board. Seconded by Vickie Goettsche, motion carried.

The next meeting was scheduled for July 6th, 2007 at 9:00 a.m.

 

The Board reviewed continuing education audits and signed wall certificates.
