Minutes of October 12, 2006
The Idaho State Board of Examiners of Residential Care Facility Administrators meeting was called to order at 9:30am, on Thursday October 12, 2006, at the Bureau of Occupational Licenses, Owyhee Plaza, 1109 Main Street, Suite 220, Boise, Idaho.

9:30 am Roll Call established attendance
A motion was made by Vicky Goettsche to accept the meeting minutes of July 21, 2006 as written. Seconded by Shirlie Meyer, motion carried.
Ione Springer, Board Chair, made introductions for the newest board member, Linda Simon. Ms. Simon introduced herself and included some of her background experiences.
Ms. Jacobsen gave an overview of the Bureau and the services it provides to the boards.
Ms. Jacobsen presented the legislative report stating the proposed law and rule changes the Board approved have been submitted to the Governors office for review. Ms. Jacobsen also gave a summary regarding the law change of 54-5211. Mr. Hales suggested to the board that at some point they proceed with rule making regarding this law change to establish specific requirements for this type of licensure.

Ms. Angela Meyer, RCA Applicant, approached the Board to request her application be accepted to reinstate her Residential Care Facility Administrators license which has been lapsed for more than five years.
Roger Hales, Administrative Attorney, gave review of the bureau statute in reference to reinstatement and renewal of licenses, 67-2614.
A motion by Sharon Ashcraft was made to enter into executive session to discuss application files exempt from public disclosure. Seconded by Shirlie Meyer, carried.
A motion by Shirlie Meyer was made to come out of executive session. Seconded by Sharon Ashcraft, motion carried.
A motion was made by Shirlie Meyer to request applicant RCAA-1270 take the RCAL national exam prior to licensure. Motion died for lack of a second.
A motion was made by Linda Simon to accept applicant RCAA-1270 for licensure pending she provides certification for completion of the Residential Care Administrator course as well as successfully completing the required background check. Seconded by Sharon Ashcraft, motion carried.
A motion was made by Sharon Ashcraft requesting the bureau staff notify the applicant and request additional information which supports his experience in residential care. Seconded by Shirlie Meyer, motion carried.
IHCA PROPOSAL for RULE CHANGE
Discussion was held on the proposal submitted by the Idaho Health Care Association with language for a rule change regarding requirements for licensure with those holding a current nursing home administrators license.
A motion was made by Vicky Goettsche which states the board recognizes the training and education of a licensed nursing home administrator, but to require that they pass the National Association of Boards (NAB) examination in order to be licensed as a residential care facility administrator. Seconded by Sharon Ashcraft, motion carried.
A letter from IDALA was read and discussed with no action taken.
NAB MID-YEAR MEETING
Susan Hunter, a representative of NAB, contacted Vicky Goettsche with an invitation to serve on the national exam committee. Shirlie Meyer made a motion authorizing Vicky Goettsche to attend the 2006 NAB mid-year meeting in Saint Petersburg, Florida from November 17-19, 2006 and to be reimbursed for expenses. Sharon Ashcraft seconded, motion carried.
The next regularly scheduled meeting is set for January 23, 2007 at 11:00 am.
