The Board reviewed meeting minutes from March 16, 2006. Corrections were made to the start time of the meeting and to the spelling of Ms. Theresa Pendletonís name. A motion was made to accept the minutes as corrected by Theresa Pendleton. Vicky Goettsche seconded, motion carried.
Ms. Jacobsen presented the
legislative report. House bill 565 passed in the legislature which changed the
language from shall to may under the statute 54.4211.02. Ms. Sandee Hitesman
presented to the members information regarding the replacement of board
Ms. Tracy Hulse, Idaho Assisted Living Association, presented to the Board two (2) nominations to submit with the Office of the Governor.
Mr. Budd Hetrick presented the financial report. An increase in the license renewal fee should assist with the account balance.
Emily McMaster presented to the Board the RCA-2006-1 report. Discussion was held.
Roger Hales, the Administrative Attorney, presented the proposed rule change for 24.19.01 rule 450 regarding the scope of practice and to include those with special needs. Vicky Goettsche made a motion to direct the Bureau to distribute language for proposal of rule to Health and Welfare and other interested parties for their review and comments. Sharon Ashcraft seconded, motion carried.
RCA POSTCARD for DISTRIBUTION
Cherie Simpson, Administrative Assistant, read to the Board the proposed language for the postcard. Following correction, the Board approved the postcard for distribution.
IDALA ADMINISTRATIVE COURSE
Tracy Hulse from the Idaho Assisted Living Association presented to the Board an outline re-writing the current Administrative course. Ms. Hulse stated the rewritten course will be available by June 1, 2006.
2006 NAB MEETING
Sharon Ashcraft made a motion
authorizing Vicky Goettsche to attend the 2006 Annual NAB meeting in
†Moved by Sharon Ashcraft that the Board go into executive session to review records exempt from disclosure as provided in Chapter 3, Title 9, Idaho Code.† Seconded by Vicky Goettsche, motion carried.
Moved by Sharon Ashcraft to come out of executive session.† Seconded by Vicky Goettsche, motion carried.
A motion was made by Sharon Ashcraft directing the secretary to contact NAB to determine validity of Administrators course and notify the Board of the results. Vicky Goettsche seconded, motion carried.
A motion was made by Sharon Ashcraft to withhold approval of application until the Bureau receives the required certificate of completion for the administrators course. Vicky Goettsche seconded, motion carried.
A motion was made by Vicky Goettsche accept the transcript as written as applicant is eligible to test for the administrator license. Theresa Pendleton seconded, motion carried.
A motion was made by Sharon Ashcraft to deny the request to extend continuing education credit hours beyond the current year, as it does not fall within the allowed time frame per Board rule. Seconded by Theresa Pendleton, motion carried.
