Minutes of February 21, 2006

 

The Idaho State Board of Examiners of Residential Care Facility Administrators and The Idaho State Board of Examiners of Nursing Home Administrators joint conference call meeting was called to order at 3:10 p.m., at the Bureau of Occupational Licenses, Owyhee Plaza, and 1109 Main Street, Suite 220, Boise, Idaho.

The joint conference call meeting was called to order at 3:10 p.m.

 

Ms. Rayola Jacobsen began the meeting with a summary of events effecting the Residential Care Facility Administrators proposed law change, HOUSE BILL NO. 565.      

 

On Thursday February 16th, 2006 three individuals from the Idaho Health Care Association appeared in opposition to Section 54-4211 of HB565, which is now being held in Committee.

 

The Board decided, by unanimous decision, to go forth in support of this bill and requested that the Idaho State Board of Examiners of Nursing Home Administrators also support it; as was earlier stated by motion, in a joint conference call February 22, 2005 between these two Boards.

 

Ione Springer, the Board Chair, reiterated that what this Board wants is for a Nursing Home Administrator to be required to test before obtaining a Residential Care Facilities license.

 

Monica Brutsman-Haws, and NHA Board Member, stated she will want to review the required state exam. If this exam tests on the philosophy, than she’s willing to go before the legislature and show support for HB565. Ms. Brutsman-Haws was given the NAB website address to access the handbook provided for this test.

 

Cathy Hart, an NHA Board Member, stated she would not oppose HB565 due to the availability of this state exam; however she added she would also like to review the requirements prior to her testifying in support.

 

Ms. Rayola Jacobsen encouraged all members who support HB565 to be present at the next scheduled hearing.
