Board Meeting Minutes of May 5, 2005

Chairman Springer called the meeting to order at 9:10 a.m.
Ms. Kaiser moved to accept the minutes from the March 10, 2005 meeting as read. Ms. Ashcraft seconded and the motion carried.
Ms. Jacobsen gave the legislative report to the Board. She detailed the changes that IBOL will be going through with the addition of four new boards as well as new employees beginning July 1, 2005.
Mr. Hetrick gave the financial report to the Board. Revenue is not quite equal to expenditures, but the Board is still in good standing. Mr. Hetrick did not recommend raising fees at this time.
Mr. Hetrick gave the investigative report to the Board. Four (4) complaints have been received in FY 2005. One (1) of these has been referred for disciplinary action and the rest remain under investigation. Seven complaints were received in FY 2004. One (1) has been closed, four (4) were referred for disciplinary action, and two (2) remain under investigation.
Ms. Kaiser moved to strike “welfare” from the language of IC 54-4213.1.a and to insert “or” before the word “safety” in the same statute. Ms. Ashcraft seconded and the motion carried.
Ms. Kaiser moved to amend her motion to approve the proposed version of IC 54-4213 as read. Ms. Ashcraft seconded and the motion carried.
Ms. Kaiser moved to amend her motion to approve the proposed changes to the CE requirements and to request that IDALA receive a copy of the proposed changes. Ms. Ashcraft seconded and the motion carried.
NAB ANNUAL MEETING
Ms. Ashcraft moved that Ms. Kaiser attend the NAB annual meeting, reimbursement and honorarium to be paid by the Board. Ms. Kaiser seconded and the motion carried.
Ms. Kaiser moved to accept the background checks submitted to the board until further criteria can be established. Ms. Ashcraft seconded and the motion carried.
Ms. Kaiser moved to accept the AIM residential care administrator licensing course as equivalent to the Board approved ALFA course. Ms. Ashcraft seconded and the motion carried.
Ms. Kaiser moved to accept the Elder Care Journals as continuing education for Idaho residential care administrators.
DEFINITION OF LICENSED PHYSICIAN
Ms. Kaiser moved to accept exams from naturopathic doctors pending legal clarification of the licensing status of naturopaths in Idaho. Ms. Ashcraft seconded and the motion carried.
