Special Meeting Minutes of MAY 16, 2002

Chairman Kaiser called the meeting to order at 9:10a.m. 

Myron Higbee moved to approve the minutes of March 14, 02 as written.  Elizabeth Hein-Drake seconded the motion, motion carried. 

Rayola Jacobsen presented a brief board training session on parliamentary procedure. 

Ms. Jacobsen reported that the Bureau will be expanding the boardroom to accommodate larger meetings and examinations.  

A change effective July 1, 2002 in the open meeting law will enable the Board to have properly noticed meetings by speaker phone or video conferencing with only one Board member at the Bureau. 

The Bureau will be going paperless to be cost efficient. Minutes, financial reports, etc. will be presented electronically and available on the web site. 

The wall certificates are now printed in house and through the Bureau license system, also as a cost cutting measure. 

Ms. Jacobsen is to check with the Governorís office on the terms for Jerry Sorensen, Elizabeth Hein-Drake and Verlene Kaiser. 

Budd Hetrick explained the new web page and Elizabeth Hein-Drake moved to adopt the proposal by the Bureau to go paperless.  Myron Higbee seconded the motion, motion carried. 

Mr. Hetrick presented the financial report showing a positive balance of $49,598.09. 

Effective July 1, 2002, the examination fee has been struck from the rules. 

A board budget will be prepared by the Bureau in July. 

INVESTIGATIVE REPORT 

The investigative report showing in 2002 in one investigation is open. For 2001 no open investigations and for the year 2000, two are open and under investigation. 

Roger Hales noted that legislation proposed by Health and Welfare in 2001 changed the name of the Board to Residential Care/Assisted Living.  The change would be costly, as the Bureau will have to change all references to the Boardís name. Myron Higbee moved to propose legislation to revert to the old title of Residential Care Facility Administrator.  Elizabeth Hein-Drake seconded the motion, motion carried. 

Myron Higbee moved to reintroduce proposed rule changes that were tabled a year ago for the 2003 legislation session. Elizabeth Hein-Drake seconded the motion, motion carried. 

Myron Higbee moved to delete the requirement for the state portion of the examination covering the Department of Health and Welfare Rules and Regulations and incorporate the requirement that the applicant certify that they are familiar with the requirements for facilities in Idaho.  Elizabeth Hein-Drake seconded the motion , motion carried. 

Elizabeth Hein-Drake moved to propose a temporary rule for the deletion of the state portion of the examination 300.04.b.  Myron Higbee seconded the motion, motion carried. 

Applications received after today are to be required to certify that they are familiar with the Department of Health & Welfare Rules and Regulations for Residential Care Facilities and required to take only the National portion of the examination.  If the person has failed the state portion and passed the National portion of the exam, they will be required to sign the same certification statement. 

EXAMINATION 

NAB will be adding portions to their exam for the Mentally Ill and Developmentally Disabled soon.  Discussion was held on changes to be made to the rule 300.04 and Myron Higbee moved to adopt the changes as written. Elizabeth Hein-Drake seconded the motion, motion carried. 

Rayola Jacobsen presented the proposed change in the Bureau for licensee renewals to fall on their birthdays with the first rear being pro-rated.  Myron Higbee moved to approve the change.  Elizabeth Hein-Drake seconded the motion, motion carried. 

The next meeting will be on June 20, 2002 at 9:00a.m. at the Bureau. 

Having no further business before them, the meeting adjourned at 12:10p.m.
