Minutes of March 18, 2004

  

The meeting of the Idaho Board of Psychologist Examiners convened at 9:00 a.m. in the conference room of the Bureau of Occupational Licenses.  The following board members were present: 

Julie Parsons, Ph. D., Chair

Anne Marie Nelson, Ph. D.

Mark Roberts, Ph. D.

Dennis Woody, Ph. D.

Ann Kirkwood, Lay Member

 

Bureau Staff Present:  Budd Hetrick, Roger Hales, and Marilyn London

 

Dr. Parsons called the meeting to order at 9:00 a.m. 

Minutes of the January 8, 2003 meeting were reviewed and corrected.  Moved by Dr. Nelson that the minutes be approved as corrected.  Seconded by Dr. Roberts, carried. 

Budd Hetrick reported that the Board’s Legislation went through.  Rayola Jacobsen did a super job.  The only failure was a Bureau Law giving subpoena power for the Boards that do not have this in their laws.  

Mr. Hetrick presented the financial report and noted that the Board has a balance of $8,343.13.  Mr. Hetrick reviewed the new Drinking Water and Wastewater Board that is now part of the Bureau, and the resulting financial impact.  Though all boards shared in the start up costs, those costs will be reimbursed, now that the Bureau has received additional appropriation for the new Board. 

Mr. Hetrick presented the investigative report indicating that 8 complaints have been received for fiscal year 2004.  This report can be accessed on the Board’s web site. 

Moved by Dr. Woody to accept the recommendation from the Bureau and close case PSY-2004-8.  Seconded by Dr. Nelson, carried. 

The Board discussed the new ASPPB contract regarding applicants with disabilities applying to take the EPPP exam.  The contract states it is now the responsibility of the Board to pay the extra cost associated in any approved special accommodations.  Moved by Dr. Roberts to approve the contract subsequent to Roger Hales’ review.  Seconded by Dr. Nelson, carried. 

The Board reviewed a request from an applicant for special accommodations for the EPPP.  Moved by Dr. Nelson to approve extra time for the applicant on the exam.  Seconded by Dr. Roberts, carried. 

Dr. James Bruce attended the meeting to discuss issues regarding his service extender application and to answer any questions the Board may have regarding supervision. 

Dr. Parsons shared with the Board information on an ASPPB summary list regarding when jurisdictions allow applicants to take the EPPP exam.  The summary indicated that the majority of the jurisdictions allow applicants to test before completing their postdoctoral supervision.  Dr. Parsons also shared a summary report, prepared by the Idaho Psychological Association, indicating the number of Idaho Psychologists and the different areas that they live in. 

Dr. Parsons passed out a California Supervision Agreement form.  The Board may consider using a form in the future for information for supervisors supervising service extenders. 

The Board discussed possibly having a jurisprudence exam.  Dr. Roberts will approach this issue at the IPA May meeting.   

The Board discussed problems around Board members answering psychology-licensing questions outside of the Board meeting.  The Board indicated questions should be put in writing for the Board’s consideration.  A Board member that decides to address the issue outside of the Board should be clear that they are giving an individual opinion and not a Board opinion. 

The Board discussed Rule 600.02 regarding Psychology Interns.  Dr. Roberts will work on draft language for a Rule change. 

The next Board meeting is scheduled for May 6, 2004 at 2:00 pm at the Sun Valley Lodge with a presentation on May 8, 2004 at the IPA meeting. 

The Board reviewed the proposed law changes for the 2005 Legislation.  These changes included 54-2302(d) with additional changes regarding gender clarifications. 

Moved by Dr. Roberts to enter executive session to discuss matters not subject to public disclosure.  Seconded by Dr. Woody, carried. 

Moved by Dr. Nelson to enter regular session.  Seconded by Dr. Woody, carried. 

Moved by Dr. Woody that each Board member review the application for PSYA-202114 and then discuss it at the next Board meeting for a final determination.  Seconded by Dr. Roberts, carried. 

Moved by Dr. Roberts to direct the Bureau to investigate the practice of a psychology applicant.  Seconded by Dr. Woody, carried. 

The Board reviewed a request to grant a waiver regarding the supervision of a service extender.  Moved by Dr. Woody to grant the waiver based upon the circumstances addressed in the letter.  Seconded by Dr. Roberts, carried. 

Dr. Parsons will draft a form to be sent out for service extender renewals.  The Board will randomly audit approximately 6 service extender supervisors each year. 

The Board reviewed a request from a service extender regarding exemption of the on-site supervision.  Moved by Dr. Roberts to deny the request.  Seconded by Dr. Woody, carried. 

RECOMMENDATIONS FOR LICENSURE 

Moved by Dr. Nelson to grant a license to Dr. Debra Larsen based upon meeting the qualifications for licensure.  Seconded by Dr. Roberts, carried. 

Moved by Dr. Roberts to grant a license to Timothy Wilcox based upon meeting the qualifications for licensure.  Seconded by Dr. Nelson, carried. 

Moved by Dr. Nelson to grant a license to Dr. John Christensen contingent upon him providing additional clarification on postdoctoral supervision.  Seconded by Dr. Roberts and the motion did not carry. 

Moved by Dr. Nelson to grant a license to Dr. John Christensen based upon meeting the qualifications for licensure.  Seconded by Dr. Woody, carried. 

Moved by Dr. Woody to enter executive session to discuss possible litigation not subject to public disclosure.  Seconded by Dr. Nelson, carried. 

Moved by Dr. Woody to enter regular session.  Seconded by Dr. Nelson, carried. 

The Board directed Roger Hales to contact Dr. Wright regarding the legal use of his name. 

The meeting adjourned at 3:50 p.m.
