  Chairman Gordon called the meeting to order at 9:05a.m.

  It was noted that the Governor has reappointed Steve Gordon to another term on the Board.

Election of Officers

Laine Eckersell nominated Jeff Blackmer as Chairman effective immediately. Steve Gordon seconded and the motion carried.

Rayola Jacobsen met with the Board to explain cost saving measures taken by the Bureau:

1.      The phone system has been expanded.

2.      The new Board room is ready

3.      Investigators will proctor exams

  Budd Hetrick presented the financial report showing a positive balance of $46,126.40. The expenses for this year are under the budgeted amount. The Board is in a good financial position.

  Mr. Hetrick presented the investigative report that shows eight complaints have been received and five are open and under investigation.

  Lane Eckersell moved to go into executive session for discussion of applicants file that is exempt from public disclosure.  Steve Gordon seconded and the motion carried

Steve Gordon moved to come out of executive session. Laine Eckersell seconded and the motion carried..

Steve Gordon moved to accept the consent agreement for MOR L601 02 001 as presented and Chairman Jeffrey Blacker to sign the agreement.  Laine Eckersell seconded and the motion carried..

Renewals and reinstatement fees were discussed and the Board has no discretion in accepting partial payments for renewals or for the reinstatement of licenses.

The Board was advised that the Bureau maintains two addresses for each entity in the database. The address of record is the public record address. This address is printed on the license and available to anyone who requests it.  The mailing address is used by the Bureau to contact licensees and is not a public record.  For Funeral Establishments and Crematories the address of record is the physical address of the business.

The Board discussed incorporating the Crematory Rules and the model log into the Mortician Rules after the next legislative session.

Laine Eckersell moved to approve the Laws as amended and instructs the Bureau to proceed with the Legislative process.  Steve Gordon seconded and the motion carried..

The Board business file was cleared by having Roger Hales draft letters to three persons seeking a waiver of the reinstatement fee of $250.00.  These requests have been denied.  There can be no waivers of the reinstatement fee.

Application files were reviewed by the Board. 

Steve Gordon moved to approve four applicants to take the examination in September.

One applicant can be given a special exam when all parts of the application are completed and the Board has reviewed the application. Laine Eckersell seconded and the motion carried..

Letters of Intent to Pursue licensure are to be sent to three applicants.

Steve Gordon moved to issue the MCA license to Tammy Torgerson.  Laine Eckersell seconded and the motion carried..

The Board signed wall certificates, minute book and expense vouchers.

The meeting adorned at 3:30 p.m.


July 17, 2003

Chairman Blackmer called the meeting to order at 9:00a.m. and all Board members were present.

All Board members and Penny Ragland, Investigator for the Bureau, met in Jerome for the inspection of Farnsworth Crematory.

Having no further business before them, the meeting adjourned at 1:00p.m.
