CORRESPONDENCE

The Board reviewed and discussed the correspondence regarding continuing education for the first year renewal. However, if the licensee pays the renewal late, they would need to submit the required continuing education to reinstate the license.

INVESTIGATIVE REPORT

Ms. Peel presented the investigative report to the Board members.

For Board Determination:

I-MID-2011-1 Complainant alleged Respondent practiced as a midwife without a license.  Complainant stated that Respondent transported a patient to the hospital who had been unable to deliver the placenta.  In response to a letter from IBOL, Respondent stated that she had completed all requirements for NARM certification except for her written test, and did not take the test because she had married and had her fifth baby after her apprenticeship and “just kept putting it off.”  Respondent stated that when she learned last year that midwives would need to be a CPM she decided to complete her CPM requirements and take the test.  Respondent stated that she moved and her NARM acceptance letter was sent to the wrong address, so she missed the deadline to apply for licensure by July 1.  Respondent stated that when she realized she would be illegal, she transferred care of her clients to other practitioners.  Respondent stated that a friend asked her to attend a birth, but because she is not licensed she found a licensed midwife to attend also. Respondent stated that a Washington licensed midwife attended the birth and that she has since learned that the midwife needed to also hold an Idaho license.  Respondent stated that it was not her intent to practice midwifery illegally and she had thought she had done her best to cover the situation.  Respondent stated that she has referred every person that has contacted her to other licensed midwives and that safety in the midwifery practice is of upmost importance to her.  IBOL records show that Respondent’s application for licensure is currently pending.  Based on Respondent’s response, IBOL recommends that the Board authorize closure.

The Chair recused herself.

A motion was made by Ms. Bartlett to authorize closure of case number I-MID-2011-1. Seconded by Ms. Verveckken, motion carried.
