Chairman Dial called the meeting to order at 9:10 a.m.
Mr. Thomas moved to approve the minutes of August 9, 2007, as corrected and August 20, 2007. Chairman Dial seconded, and the motion carried.
Ms. Cory introduced Marcie McGinty and James Hotchkiss from the investigative unit. They handle hearings and complaints.
Mr. Hetrick presented the financial report showing a positive balance of $989.07.
Mr. Hetrick presented case number LAR L1-1-2005-2 to the Board. Mr. Thomas moved to accept the Bureau recommendation to close the case. Chairman Dial seconded, and the motion carried.
Mr. Hetrick presented case number LAR-2007-1 to the Board. Mr. Thomas moved to accept the Attorney General’s recommendation. Chairman Dial seconded, motion carried.
Chairman Dial reported on the CLARB meeting in Cleveland. This was a transitional meeting because of the new executive director for CLARB. Discussions were held on committees doing surveys, exam availability, and fingerprinting issues.
The wall plaque from CLARB to the Board is hanging in the board room.
Chairman Dial would like to know how many former Board members there are to present a wall plaque/certificate for service on the Board to. Also, he wanted to know the cost of the wall plaques/certificates. This will be discussed further at the April 2008 meeting.
EXAMINATION RULE CHANGES
Discussion was held with Mr. Hales about limiting the number of times an examination may be taken. Consensus was that there should be no time limit and no change in rules at this time.
The board secretary is to ask CLARB the question: “When Idaho approves a candidate to take sections C and E of the Landscape Architect Registration Exam, does this automatically approve the candidates to take the rest of the examination?”.
DISCUSSION OF LETTERS CONCERNING ADA COUNTY HIGHWAY DISTRICT (ACHD)
Mr. Hales presented letters to and from the Ada County Highway Department concerning the requirement of having engineers stamp all plans. Landscape Architects have the ability to stamp plans because of sub contracts with geologists and engineers.
Mr. Thomas moved to have Mr. Hales draft a response to ACHD upon approval of the letter by the Board members. Chairman Dial seconded, and motion carried.
Mr. Hales is to send a packet of the letters to the American Society of Landscape Architects for their review.
Mr. Thomas moved to adjourn the meeting at 11:15 a.m.
