LANDSCAPE ARCHITECT BOARD MEETING

October 1, 2004

BOISE, IDAHO

 

ROLL CALL:            Present - Bill Dial, Chair

The meeting was called to order by Bill Dial, Chair, at 9:05 a.m.  Roll call was taken. 

Minutes of the July 23, 2004 meeting were reviewed.  Moved by Ms. McGown to approve the minutes as submitted.  Seconded by Mr. Griswold, carried.

Ms. Jacobsen presented the legislative report.  Ms. McGown asked that the Bureau contact Dave Koga regarding the proposed fee increase and web site information to access the financial reports for the Board.  Mr. Koga can then forward the information to ASLA.

Ms. Jacobsen presented the financial report.  Discussion was held on the matter of the Board expenses exceeding the revenue.  The fee increase will help increase the revenues to assist in maintaining a positive balance.  It was noted that the cost to do business goes up regularly.  This year space rental and the Attorney Generalís costs both increased.

The contract for services between the Board and the Bureau was reviewed.  Moved by Mr. Griswold to approve the contract for FY 2005.  Seconded by Ms. McGown, carried. 

Ms. Jacobsen presented the budget request for FY 2006 to the Chair for completion.

Discussion was held on proposed law changes.  Recommendations are:  54-3003(2) add good moral character to qualifications; increase license fee cap to $200; language for exam to fit CLARB exam changes as to Board approval before exam can be taken;  and look at fees in general in comparison with fees paid out to administer exam.  Mr. Hales will look at the contract with CLARB and the costs charged by the Board.  Rule 201.01 was reviewed.  References required may need to be changed to reflect that at least two references need to come from a licensed landscape architect and not necessarily licensed in Idaho.

Moved by Ms. McGown that Board go into executive session to review applications for licensure and examination documents not subject to public disclosure per Chapter 3, title 9, Idaho Code.  Seconded by Mr. Griswold, carried.

Moved by Ms. McGown that Board come out of executive session.  Seconded by Mr. Griswold, carried.

Approved for examination were John Rotors and Aaron Rietze.  Approved for licensed by endorsement was Peter Ker Walker.

Discussion was held on correspondence from CLARB regarding the problems experience at the August administration of Sections A, B, and D.

Mr. Griswold reported that the Greenbook is progressing slowly. Responses being received from people in Boise will help with the progress of the book.
