Meeting Minutes of July 23, 2004
ROLL CALL: Present - Bill Dial, Chair
ALSO PRESENT: Rayola Jacobsen, Bureau Chief

The meeting was called to order by Bill Dial, Chair, at 2:12 p.m. Roll call was taken.
Minutes of the April 16, 2004 meeting were reviewed. Moved by Ms. McGown to approve the minutes as submitted. Seconded by Mr. Griswold, carried.
Discussion was held on proposed rules for the next legislative session. Moved by Ms. McGown that proposed rules be accepted. Seconded by Mr. Griswold. Moved by Ms. McGown that motion be amended to omit language for LAIT application fee.
Discussion was held on possible law changes for submission during the 2006 session. Suggestions include changing the Boards requirement for approval to take the examination. It was also recommended that good moral character be added as a qualification for license. Moved by Ms. McGown to direct Mr. Hales to work on wording for qualifications and cap on fees for submission to 2006 legislation session. Seconded by Mr. Griswold, carried.
Financial report was reviewed and discussed.
Investigative report was reviewed. No complaints have been filed during the current fiscal year. One complaint was received in 2004 and is before the Board this date. Moved by Ms. McGown that the complaint (LAR-P1-2-2004-1) be closed and an advisory letter be sent to the respondent. Seconded by Mr. Griswold, carried.
Mr. Hales reported to the Board that he had sent a letter to the city of McCall as per the Board request outlining the training and qualifications of Landscape Architects and that they are qualified to perform grading and drainage.
Correspondence between the city of Boise and the Board of Professional Engineers and Land Surveyors was reviewed. Moved by Ms. McGown that Mr. Hales send a letter to the city of Boise agreeing to the city’s changes in the building code. Seconded by Mr. Griswold, carried.
CLARB letter of understanding was read and discussed. Moved by Ms. McGown that the contract be approved and executed by the Board Chair. Seconded by Mr. Griswold, carried.
Applications and processes were discussed. The Board asked that an original application be e-mailed to Mr. Griswold and that proposed applications be e-mailed to the Board. Discussion will be held at the next meeting.
Status of the “Green Book” was discussed. Mr. Griswold reported that there have been a couple of meetings. Various boards and associations who are assisting in the book’s development attended the meetings.
Applicant for license was reviewed. The applicant was approved to take the LARE examination.
