Chairman Harris called the meeting to order at 9:10a.m.

Ms. Boyle moved to approve the minutes of November 5, 2004. Ms. Wolfrum seconded the motion, and it carried.

Ms. Jacobsen reported the bill for the proposed fee increase has passed both House and Senate and upon adjournment of the Legislature, it will become effective.

Ms. Jacobsen reported the Bureau will be getting two or perhaps three new Boards. Contractor Registration, Petroleum Dealers and, Audiology & Speech Language will join with the Hearing Aid Dealers and Fitters Board, if signed by the Governor.

To accommodate the new Boards, the office will be remodeled and additional staff will be hired.

Mr. Hetrick reported the financial report showing a negative balance of -$6,674.69.  The raise in the renewal fee will help the Board bring up the balance.

The Investigative Report shows that no complaints have been received for year 2005 to date.  For the year 2004, there were eight complaints and one is awaiting Board determination.  For the year 2003, one case is under investigation.

For Case DEN-S5B-2-2004-9 Ms. Westerberg moved to accept the recommendation of the Bureau.  Ms. Wolfrum seconded the motion, and it carried.

Ms. Boyle moved to approve the stipulated agreement in case number DEN-2004-1 and have Chairman Harris sign the agreement on behalf of the Board. Ms. Westerberg seconded the motion and it carried.


Ms. Wolfrum moved to go into executive session to consider records that are exempt from disclosure as provided in chapter 3, title 9, Idaho Code. Ms. Boyle seconded the motion and, it carried.

Ms. Westerberg moved to come out of the executive session.  Mr. Perotto seconded the motion, and it carried.

Ms. Boyle moved to deny the examination for file number DEN-03-08-2005 RMM because the Educational requirements, as set by law, have not been met. Four Months of Army training have been approved. Mr. Perotto seconded the motion and, it carried.

Ms. Westerberg moved to deny the licensure examination for file Number DEN-10-26-2004-AM because the education does not meet the requirements in Law 54-3310, Idaho Code.  Ms. Boyle seconded the motion, and it carried.

Bates College was discussed and the Board determined that if the course is continuous for 19 months, then it is acceptable to meet Idaho requirements.  If it were not continuous coursework for 19 months then the applicant would be required to take more courses to get to the two-year requirement.

Having no further business before them, the meeting adjourned at 11:15a.m.
