LEGISLATIVE REPORT

 

Ms. Cory gave a brief legislative report and said the temporary rule submitted to the Governorís Office to conform with the Licensed Associates Marriage & Family Therapist law, has been approved.

 

FINANCIAL REPORT

 

Ms. Hall presented the financial report which is available to the public on the Bureauís website at www.ibol.idaho.gov.

 

INVESTIGATIVE REPORT

 

Ms. Mac Master presented COU-2005-9.  Dr. Jones moved to authorize the Attorney Generalís Office to dismiss case COU-2005-9.  Seconded by Ms. Woods, motion carried.

 

Ms. Mac Master presented COU-2008-2. The Board discussed the case and made recommendations to the Attorney Generalís Office. 

 

Ms. Woods moved to direct the Attorney Generalís Office to send a warning letter regarding confidentiality in the matter of COU-2008-2.  Seconded by Dr. Freeman, motion carried.

 

Ms. Mac Master presented COU-2007-5. Dr. Jones moved to authorize the Attorney Generalís Office to dismiss case COU-2007-5.  Seconded by Dr. Freeman, motion carried.

Dr. Jones moved to accept IBOLís recommendation for closure in the matter of I-COU-2007-5.  Seconded by Ms. Woods, motion carried.

 

Dr. Freeman moved to accept IBOLís recommendation for closure in the matter of I-COU-2007-36.  Seconded by Dr. Jones, motion carried.

 

APPROVAL OF MINUTES

 

The Board reviewed the May 6th & 7th, 2008 minutes.  Dr. Freeman moved to approve the minutes as amended.  Seconded by Ms Woods, motion carried.

 

The Board reviewed the May 15th, 2008 minutes.  Dr. Jones moved to approve the minutes as written.  Seconded by Ms. Hill, motion carried.

 

OLD BUSINESS

 

Computerized Exams

 

The Board discussed the computerized testing process for the National Counselor Exam (NCE) and the National Clinical Mental Health Counselor Exam (NCMHCE).  The Board is moving forward with becoming a non approval state and transitioning over to online exams by January 2009.  Candidates would apply directly to NBCC to be approved to sit for either the NCE or the NCMHCE.  

 

The Board directed Ms. Hall to contact the Association of Marital and Family Therapy Regulatory Boards (AMFTRB) to determine whether the Board has to submit names of candidates requesting to take the MFT national exam or if candidates could apply directly to AMFTRB.  Mr. Hales suggested Ms. Hall also follow up with National to determine what specific requirements there are for taking the national exam.

 

The Board will revisit rule 250.02 regarding the $25.00 dollar examination and/or reexamination fee after additional information has been brought back before the Board for discussion.

 

NEW BUSINESS

 

Ms. Marcy Humphrey and Ms. Susan Barnes each requested individual time to address the Board in regard to their Marriage & Family Therapist applications.

 

EXECUTIVE SESSION

 

Dr. Freeman moved to enter into executive session under Idaho Code 67-2345 (1) (d), to consider records that are exempt from disclosure.  Seconded by Ms. Woods, motion carried. Individual votes for this motion were: Dr. Freeman, aye; Dr. Jones, aye; Ms. Woods, aye; and Ms. Hill, aye.

Continuing Education

 

The Board discussed online continuing education hours and limiting the number of continuing education hours that licensees would be able to take online.  The Board also discussed concerns they had in regards to ethics being taken online. 

 

The Board heard from Ms. Krys Miley who is opposed to the limitation of online continuing education hours.

 

Dr. Jones suggested seeking input from the associations regarding the impact of limiting online continuing education on licensees. The Board will solicit input and proceed with going from operating under policy to operating under rule and will follow up with the discussion at their February 2009 meeting.

 

Supervisors

 

The Board discussed supervisors under disciplinary action not being able to provide supervision.  The Board would like to be advised when disciplinary matters are brought before them from the Attorney Generalís Office whether or not that person is registered as a supervisor. If so, as part of the stipulation, it would specify they are not allowed to supervise or provide supervision of any kind. 

 

Board Meeting Dates

 

The Board reviewed correspondence from Katie Jacobs and discussed Board meeting dates.  Dr. Freeman suggested calling the registrars office of the state institutions to determine the date of when transcripts are posted.  The Board will follow up to determine if changing the dates of Board meetings would be beneficial.

 

The Board recessed for lunch.

Annual Report

 

The Board reviewed their annual report. Mr. Hetrick will get some updated numbers to Dr. Freeman so she can update the PowerPoint before September15th

 

Strategic Plan

 

The Board discussed the strategic plan and meeting with Connie Pratt as the facilitator at the October Board meeting.  Ms. Crockett would like Ms. Pratt to contact her to go over some of the issues. 

 

Dr. Jones and Mr. Glick will be attending the AMFTRB meeting and will report back with some of the hot topic issues from other states.

 

Ms. Crockett will review the American Association of State Counseling Boards (AASCB) strategic plan online and then talk to Mr. Glick who attended the conference to gather ideas.

 

Dr. Jones said that the Federation of Association of Regulatory Boards (FARB) would like the Board to consider joining their association. FARB felt they had more pertinent information regarding marriage and family therapy.
