Minutes of November 6, 2001

ROLL CALL: Richard Craig, Ed.D., Chairman; Dawna Jackson, M.Coun.; Eric Jones, Ph.D.; Bobbie Birdsall, Ph.D.; Roberta Crockett, M.A.

Absent/Excused: Jun Shiosaki

Also Present: Rayola Jacobsen, Bureau Chief; Budd Hetrick, Deputy Bureau Chief; Roger Hales, Administrative Attorney; Janice Wiedrick, Secretary

Chairman Craig brought the call to order at 3p.m. for discussion of the comments received on the temporary rules.

Several options for changing the temporary rule that state supervisors must be licensed for five years were discussed:

1. Consider this a typographical error and change the word licensure to experience.

2. Pull the proposed rule and leave it as temporary until the 2003 session.

3. Request the Legislative Committee amend the proposed rule by deleting the five-year requirement.

4. Adopting a temporary rule immediately if the proposed rule becomes permanent. (Probably in April of 2002)

5. Specialty licensure for supervisors.

The consensus of the Board is they would like to see the wording changed to five years of experience, not licensure.

Mr. Hetrick and Mrs. Jacobsen are to check with Legislative Services to see if any options for change remain for this year’s legislation.

The Board did make an interpretation of the rule at the last meeting noting that if the Supervisors are approved by Higher Education then the rule does not apply.

When the information is gathered the Board will be polled for a decision.

WALL CERTIFICATES

Drafts of the wall certificates had been distributed to the Board for review. The Board would like the certificates to read "---- is hereby authorized to practice as a LICENSED" then the category for all four certificates.

New drafts will be distributed once the changes have been made.

Having no further business before them, the call ended at 3:45p.m.
