MINUTES OF February 10, 1999

The Idaho Board of Chiropractic Physicians held a conference call on February 10, 1999, beginning at 12:20 p.m. The Board members participating in the call were:

Dr. Glenn Moldenhauer, Chair

Dr. Eric V. Boughton, Member

Dr. James Hollingsworth, Member

Dr. Henry West, Member

 

Also present were:

Carmen Westberg, Bureau Chief

Budd Hetrick, Business Operations Specialist

Ruth Swan-Brown, Administrative Assistant

 

The meeting was called to order by Dr. Moldenhauer, Chair, at 12:20 p.m.

The Board being present, except for Ms. Averill, Dr. Hollingsworth moved, Dr. Boughton seconded and it so carried to enter executive session for the purpose of further review of the January 15, 1999, state board examinations.

Dr. Hollingsworth moves to return from executive session, Dr. West seconded and it was carried to resume from executive session.

Dr. West moved that the Nutrition section of the January 15, 1999, state board examinations be accepted as corrected and regraded pursuant to the Boardís preceding discussion in executive session. Motion seconded by Dr. Hollingsworth and all carried.

Dr. West further moved that the written Adjustive Technique section of the January 15, 1999, state board examinations be accepted as corrected and regraded pursuant to the Boardís preceding discussion in executive session. Motion seconded by Dr. Hollingsworth and all carried.

Regarding executive session discussion held on the topic of continuing education seminar approval, Dr. Hollingsworth moved to contact Dr. Koran asking: 1) name of the sponsoring college; 2) amount of time spent on educational instruction using his videos, pamphlets and other items which may be for sale at the seminar. The motion was seconded by Dr. West and all carried. Dr. Moldenhauer agreed to make contacts regarding the proposed seminar.

March 26, 1999, was confirmed as the date of the Boardís next regular meeting.

Dr. Hollingsworth inquired as to the status of proposed rules. Ms. Westberg advised she is currently awaiting the Concurrent Resolutions from the Legislature. Ms. Westberg further advised she was present at Committee meetings wherein motions were made to accept the proposed rules. Dr. Moldenhauer expressed the Boardís approval of Dr. Hollingsworth for a job well done on addressing the Senate.

Discussion was held regarding Senate Bill 1073, the "Lien Bill." Dr. West moved for the Board to be in support of Senate Bill 1073, Dr. Hollingsworth seconded and all carried.

Dr. West moved that the Board draft for signature by the Board Chair, a letter to Mr. Paul Pusey, Governmental Affairs Director of the Idaho Association of Chiropractic Physicians, stating the Boardís support of Senate Bill 1073, Dr. Hollingsworth seconded and it was carried.

Chair Moldenhauer asked about scheduling another conference call to discuss "peer review." Said call was scheduled for February 24, 1999, at 12:00 noon (MST).

It was determined that an additional conference call was necessary prior to February 24, 1999, for the purpose of discussing matters concerning the Idaho Chiropractic Council and Dr. Koranís request for continuing education seminar approval.

Clarification was requested regarding the method to be utilized for scoring the recent state board examinations as to whether percentage of correct answers or points assigned per question. The Board agreed that scoring should be based on a "points per question" basis. Dr. Hollingsworth advised this method was consistent with the scoring of past examinations.

There being no further business to come before the Board at this time, Dr. West moved to adjourn. Motion seconded by Dr. Hollingsworth and was carried.
