Licensing Freedom Act

Executive Order 2017-06 required State agencies to submit a report to the Office of the Governor no later than July 1, 2018. The report was to assess whether the licensure requirements are necessary and in the public interest while providing recommendations for improvement, modification or elimination. The Bureau has been made aware of scam artists who may target licensees. If you get a call, e-mail, text or other communication from an individual claiming to represent the Bureau of Occupational Licenses or the Board, here is some information to help you identify whether it is a scam:

The Boards and the Bureau WILL NOT:

• Ask for personal information that does not relate to your license renewal (such as your credit card number or bank account number)
• Demand immediate payment on fines that are not yet due
• Ask for or accept prepaid cards such as Green Dot MoneyPak
• Offer to alter a disciplinary order that has already been entered by the Board
• Ask for or take payments over the phone

The Boards and the Bureau WILL:

• Send renewal notices in the mail
• Take payments on the official website at
• Send inspectors who have a State of Idaho photo ID to establishments

If you ever question whether a communication you received is from the Board or the Bureau, do not provide personal information or payment.  Instead, call the Bureau at (208) 334-3233 for assistance.

NOTE TO CONSUMERS: Contractors are required to provide proof of insurance at the time of registration and to maintain insurance coverage. However, the consumer should request verification of current insurance coverage. Please note, liability insurance is not insurance that the project will be completed to the customer’s satisfaction. “Construction" means the performance of building, altering, repairing, adding to, subtracting from, improving, reconstructing, moving, excavating, wrecking or demolishing any building, highway, road, bridge, or other structure, project, development or improvement to real property, or to do any part thereof, including the erection of scaffolding or other structures or works.

"Contractor" means any person who in any capacity, including a construction manager, who undertakes, offers to undertake, purports to have the capacity to undertake, or submits a bid to, or does himself or by or through others, performs construction.

Contracting is a regulated activity in Idaho. All contractors are required to register with the Board.

NOTE: HVAC, Public Works, Plumbing, Electrical, and Construction Manager Contractors are required to be licensed with the  Division of Building Safety and need only register with the Idaho State Contractors Board if doing work outside that license. FireProtection Sprinkler contractors are required to be licensed with theDepartment of Insurance State Fire Marshal and need only register with the IdahoState Contractors Board if doing work outside of that license.

For those holding a Public Works or Construction Manager license, there are no fees for the initial registration or for the annual renewal (see Idaho Code 54-5214). However, in order to apply and renew, you must fill out the appropriate forms and attach a copy of your current Public Works or Construction Manager license.
