Minutes of March 6, 2006

Meeting called to order at 1:04 p.m. Mountain Standard time, by chair Alan Giltzow.  The meeting was held via conference call at the Bureau of Occupational Licenses.

 

Mr. Cole discussed the requirements for building daycare facilities. Daycare facilities must meet Health and Welfare guidelines. Examples of the guidelines are ramps and doorways. An Ada County Building Official spoke with Mr. Cole. Ada County is asking the board of Architectural Examiners if a state seal is required for daycare facilities for the State of Idaho. The board’s opinion is yes, a state seal is required. The International Building code states if daycare facilities house more than three children, permits are required.

 

Mr. Reese made a motion to have Mr. Cole draft a letter. Mr. Hales will review the letter. The letter will be reviewed by the board at the April 14, 2006 meeting. Seconded by Mr. Jensen, carried.

 

Mr. Jensen asked Mr. Hetrick to speak on investigative procedures. Mr. Hetrick, Deputy Bureau Chief, explained the procedures to Mr. Jensen. The investigative team reviews complaints, witnesses, and evidence with final resolution by the Board.  Mr. Jensen will call Mr. Hetrick with any further questions about the procedure.

 

The board reviewed the NCARB memorandum. IDP requirements differ in some states. There are states in which applicants may take the ARE exams straight out of college. Some of those applicants are gaining licensure and then asking for reciprocity from a state which does not allow the ARE to be taken straight out of college.

 

The board discussed procedures for travel vouchers and rental cars. The board must approve expenses including a car rental prior to a meeting.

 

Motion made by Mr. Giltzow to approve a rental car expense for Mr. Reese. Seconded by Mr. Jensen, carried.

 

Mr. Giltzow to attend the Legislative Session on March 9, 2006.

 

Next meeting date is scheduled for April 14, 2006 at 9:00 a.m.
