Conference Call minutes of January 19, 2001

The Idaho State Board of Acupuncture conference call was called to order at 1:00p.m., Friday, January 19, 2001 at the Bureau of Occupational Licenses, Owyhee Plaza, 1109 Main Street, Suite 220, Boise, Idaho.

Roll Call: Maggie Blair, Chair; Rand Peebles; Jack Long; Tess Hahn; Emi Miller

Bureau Staff: Thomas E. Limbaugh, Bureau Chief; Roger Hales, Administrative Attorney; Dee Ann Randall, Administrative Secretary

The purpose of the conference call is to review applications.

Moved by Rand Peebles, seconded by Jack Long and carried the Board go into executive session to discuss records which are exempt from disclosure. The time being 1:05 p.m.

Moved by Jack Long, seconded by Tess Hahn and carried the Board come out of executive session at 1:50 p.m.

Moved by Tess Hahn, seconded by Emi Miller and carried that File #ACU0600JW be issued a certified acupuncture certificate upon receipt once the Bureau has confirmed the issuance of an Idaho Chiropractor license.

Moved by Tess Hahn, seconded by Emi Miller and carried that the motion be amended that File #ACU0600JW be issued his certified acupuncture certificate based on receipt of fellowship in the International Academy of Medical Acupuncture Inc.

Moved by Tess Hahn, seconded by Rand Peebles and carried that a acupuncture technician certificate be issued to File #ACU0600JC subject to the following: scope of practice does not include needle insertion; Supervisor must see the patient prior to her assisting him; scope of practice is limited to adjunctive therapies pursuant to her training received from the International Academy of Clinical Acupuncture.

Moved by Tess Hahn, seconded by Emi Miller and carried that a acupuncture technician certificate be issued to ACU0600BW subject to the following: scope of practice does not include needle insertion; Supervisor must see the patient prior to her assisting him; scope of practice is limited to adjunctive therapies pursuant to her training received from the International Academy of Clinical Acupuncture.

Moved by Tess Hahn, seconded by Jack Long and carried that a acupuncture technician certificate be issued to File #ACU0600JW subject to the following: scope of practice does not include needle insertion; Supervisor must see the patient prior to his assisting him; scope of practice is limited to adjunctive therapies pursuant to his training received from the International Academy of Clinical Acupuncture.

The above applicants are also to be notified that should they have or obtain any additional experience/training that could possibly increase their scope of practice under their technician certificate, they may provide this documentation to the Board for their review.

The Board discussed possible rule adoption of a Disclosure Statement that would require a patient to sign wherein they are made aware that a technician was assisting and who the supervisor is. To be discussed further at the March 9, 2001 board meeting.

The Board requested that Dee Ann Randall review the information in the bureau office from the International Academy of Medical Acupuncture regarding the course curriculum for clinical technicians. Then to contact Dr. Amaro to see if there have been any updates made and if so, please send them to the Bureau. The Board also requested clarification regarding whether or not needle insertion training is part of the technician course.
