The meeting was called to order at 9:05 a.m.
New Board member Christina Magera was introduced and welcomed to the Board.
MINUTES
The Board reviewed the August 1, 2005 minutes. Moved by Ms. Jurgens to approve the August 1, 2005 minutes with spelling correction. Seconded by Ms. Powers, motion carried.
LEGISLATIVE REPORT
Ms. Jacobsen reviewed with the Board the proposed rules and indicated they have been submitted to the Legislative Committee.
FINANCIAL REPORT
Mr. Hetrick presented the financial report with a cash balance of $87,700.15. The Board is in good shape financially at this time. Mr. Hetrick also showed the new board member how to go to the web site and review the financial information.
Mr. Hetrick presented the investigative report which indicates that thirteen (13) complaints have been received for fiscal year 2006. Of those, twelve (12) remain under investigation; and one (1) awaits Board determination.
Fiscal Year 2005: Twenty-nine (29) complaints were received. Of those, one (1) has been closed; one (1) has been referred for administrative action; twenty-two (22) remain under investigation; and three (3) await Board determination.
Fiscal Year 2004: Forty-two (42) complaints were received. Of those, eight (8) have been closed; seven (7) have been referred for administrative action; twenty-three (23) remain under investigation; and four (4) await Board determination.
Fiscal year 2003: Eighteen (18) complaints were received. Of those, eight (8) have been closed; six (6) have been referred for administrative action; three (3) remain under investigation; and one (1) awaits Board determination.
Fiscal year 2002: Twenty-five (25) complaints were received. Of those, twelve (12) have been closed; nine (9) have been referred for administrative action; two (2) remain under investigation; and two (2) await Board determination.
The Board reviewed complaint case SWO-L3-01-02-6. Moved by Ms. Powers to accept the Bureau’s recommendation to close case SWO-L3-01-02-6. Seconded by Ms. Magera, motion carried.
The Board reviewed complaint case SWO-L2A-1-02-80. Moved by Ms. Ring to accept the Bureau’s recommendation to close case SWO-L2A-1-02-80. Seconded by Ms. Powers, motion carried.
The Board reviewed complaint case SWO-P3-1-03-5. Moved by Ms. Ring to accept the Bureau’s recommendation to close case SWO-P3-1-03-5. Seconded by Ms. Jurgens, motion carried.
The Board reviewed complaint case SWO-P4B-2-04-8. Moved by Ms. Ring to accept the Bureau’s recommendation to close case SWO-P4B-2-04-8. Seconded by Ms. Powers, motion carried.

The Board reviewed complaint case SWO-L4A-2-04-29. Moved by Ms. Ring to accept the Bureau’s recommendation to close case SWO-L4A-2-04-29. Seconded by Ms. Jurgens, motion carried.
The Board reviewed complaint case SWO-P2B-2-05-6. Moved by Ms. Powers to accept the Bureau’s recommendation to close case SWO-P2B-2-05-6. Seconded by Ms. Magera, motion carried.
The Board reviewed complaint case SWO-P4C-2-05-12. Moved by Ms. Jurgens to accept the Bureau’s recommendation to close case SWO-P4C-2-05-12. Seconded by Ms. Powers, motion carried.
The Board reviewed complaint case SWO-L2A-2-05-23. Moved by Ms. Magera to accept the Bureau’s recommendation to close case SWO-L2A-2-05-23 with an advisory letter regarding misrepresentation. Seconded by Ms. Ring, motion carried.
The Board reviewed complaint case SWO-P5-1-06-1. Moved by Ms. Jurgens to have this case further investigated by the Attorney General. Seconded by Ms. Powers, motion carried.
Ms. Guyon presented the Board complaint case SWO-2005-4 and that this case has been dismissed without formal board action and she explained that the Complainant withdrew her complaint and refused to testify and therefore, the case has been dismissed.
Ms. Guyon presented the Board complaint case SWO-2005-12. Moved by Ms. Jurgens that the Board accept the Attorney General’s Office recommendation and close the file with a warning letter to the Respondent. Seconded by Ms. Ring, motion carried.
Ms. Guyon presented the Board complaint case SWO-2006-1. Moved by Ms. Powers that the Board accept the Attorney General’s Office recommendation to close the file and write the Respondent a warning letter concerning accurate timekeeping. Seconded by Ms. Jurgens, motion carried. The vote being 3 for and 1 against.
Mr. Hales presented the Board complaint case SWO-2005-01. Moved by Ms. Ring that the Board accept the Hearing Officer’s finding of fact for complaint case SWO-2005-01 and to impose a recovery of cost for the investigation and to revoke the license. Seconded by Ms. Jurgens, motion carried.
The Board revisited complaint case SWO-P5-1-06-1. Moved by Ms. Jurgens to instruct the Board Chair to further review the investigative file for SWO-P5-1-06-1 and report back to the Board his findings. Seconded by Ms. Ring, motion carried.
The Board was presented information from an applicant wishing to reinstate their social work license. Moved by Ms. Jurgens to have the Bureau contact the applicant’s probation officer and with a favorable report the applicant is approved to take the bachelor level ASWB exam in order to reinstate their social work license. Seconded by Ms. Ring, motion carried.
A master level social worker addressed the Board requesting approval to take the clinical level exam under the exemption status. The Board was unable to grant the request as the social worker did not meet the exemption cut off date in the social work rules.
The Board was joined by Mary Curran, Rhonda Murray and
Virginia Dickman, previous board members.
Discussion was held regarding the related field requirements. Ms. Jurgens had researched and presented the
Board a copy of a report that shows there are 11 states that have some form of
social work license, which does not require a social work degree. Discussion centered on a possibility that the
Board may pursue eliminating the Related Field requirements in the Rules as
there are several accredited social work programs in
The Board was presented information and an application from a social worker wishing to reinstate their bachelor level social work license that was first issued under the grandfather clause. Moved by Ms. Jurgens to consider allowing the applicant to retake the bachelor level ASWB exam and reinstating their license contingent upon receipt of copies of the previous 2 years of continuing education documentation, which must include 2 hours of ethics training. Seconded by Ms. Ring, motion carried.
The Board discussed the new supervisor registration requirements that will be effective January 1, 2007 and this will be further discussed at the April 3, 2006 board meeting.
The Board reviewed applications and audited continuing education.
