Regular Board Meeting Minutes of April 1, 2002

Robert Payne called the meeting to order at 9:00
a.m.
MINUTES
Virginia Dickman moved to approve the December 3,
2002 board meeting minutes. Suzanne
Bushfield seconded, and the motion carried.
LEGISLATION
Rayola Jacobsen gave a report on the Board’s
legislation for their laws.
SOCIAL WORK APPLICANT
Social work applicant SWOA-23935 attended the
Board meeting as requested by the board regarding a felony charge. Kenneth Salzman moved to approve the applicant to take the
examination. Virginia Dickman
seconded the motion, and the motion carried.
LITIGATION
Kirsten Wallace presented the Board investigative
case SWO-P4B-02B-00-013 and SWO-P4B-02B-00-014.
Virginia Dickman excused herself from the discussion of this case.
Kenneth Salzman moved to suspend their social work license with the
effective date of March 8, 2002 for five years.
Suzanne Bushfield seconded the motion, and the motion carried.
Kenneth Salzman amended the motion to reserve the right to have the
person appear before the Board after the five years if they decide to reapply
for licensure. Suzanne Bushfield
seconded the motion, and the motion carried.
Virginia Dickman moved to accept the consent
order for SWO-B6A-04-01-005. Rhonda
Murray seconded the motion, and the motion carried.
Kenneth Salzman moved to enter executive session
for discussion of possible litigation. Rhonda
Murray seconded the motion, and the motion carried.
Virginia Dickman moved to enter regular session.
Rhonda Murray seconded the motion, and the motion carried.
Investigative file SWO-P4-02A-01-015 was
discussed and Suzanne Bushfield moved to table this for review at the August 5th
board meeting. Rhonda Murray
seconded the motion, and the motion carried.
Suzanne Bushfield moved to send warning letters
to investigative files SWO-P4-03-01-007 and SWO-P3-02A-01-01-003.
Virginia Dickman seconded the motion, and the motion carried.
INVESTIGATIVE REPORT
John Kersey presented the investigative report to
the Board indicating that ten (10) complaints have been received for fiscal year
2002 and is under investigation. Sixteen
(16) complaints were received for the year 2001 and ten (10) remain under
investigation. Twenty-one (21)
complaints have been received for 2000 and six (6) are under legal review.
CORESPONDENCE
The Board received information from a concerned
social worker regarding a job brochure. The
brochure advertised bachelor level social work positions providing
cognitive-behavioral and developmental interventions with children.
Kenneth Salzman moved that the letter be referred to John Kersey for a
formal complaint. Rhonda Murray seconded the motion, and the motion carried.
CONTINUING EDUCATION
Wendy Cary, NASW Executive Director, discussed with the board the Audio Home Study Course that offering 10 continuing education hours. The Board stated that only 3 hours of credit could be given anyone that took this course. Ms. Cary stated she would relay this information to Dona Roberts with the training institute.
FAREWELL
Kirsten Wallace told the Board that this is her
last day with the Bureau as Deputy Attorney General.
She told the Board how much she had enjoyed working with them.
Kenneth Salzman moved that Rayola Jacobsen write a reference letter of
appreciation on the Board’s behalf to be sent to her.
Virginia Dickman seconded the motion, and the motion carried.
FINANCE REPORT
Budd Hetrick presented the finance report to the
board indicating a balance of $28,383.42.
RENEWAL NOTICE
The Board would like the 2002 master’s level
renewal notices state that anyone starting clinical supervision after July 1,
2002 must pass the clinical level examination prior to the license being issued.
