Regular Meeting of December 3 and 4, 2001

Robert Payne called the meeting to order at 9:00
a.m.
INTRODUCTIONS
Rayola Jacobsen, new Bureau Chief introduced
herself and shared with the Board her background before coming to the Bureau.
The Board gave Ms. Jacobsen an update on their legislation and the new
law that governs social services designees in nursing homes.
All welcomed Suzanne Bushfield, new board member
replacing Mary Curran.
FINANCE REPORT
The finance report could not be prepared because
of the Bureau’s new license system that is being installed at this time.
The report will be mailed out to the board members when it has been
prepared.
CONTRACT
The board reviewed the Bureau/Board contract.
Virginia Dickman moved to approve the contract and allow Robert Payne
sign on behalf of the Board. Rhonda
Murray seconded the motion, and the motion carried.
INVESTIGATIVE REPORT
John Kersey presented the investigative report to
the board that indicated six (6) complaints were received for fiscal year 2002
and all remain under investigation. For
the year 2001, sixteen (16) complaints were received and remain under
investigation. For the year 2000,
twenty-one (21) complaints were received and six (6) are under legal review.
EXECUTIVE SESSION
Ken Salzman moved to enter executive session for
the purpose of possible litigation. Virginia
Dickman seconded the motion, and the motion carried.
Virginia Dickman moved to re-enter regular
session. Ken Salzman seconded the
motion, and the motion carried.
Virginia Dickman moved to go forward with hearing
on complaint file SWO-P4B-02B-00-014. Ken
Salzman seconded the motion, and the motion carried.
Ken Salzman moved that Kirsten Wallace prepare a
consent order for complaint file SWO-B6A-04-01-005.
Suzanne Bushfield seconded the motion, and the motion carried.
CONTINUING EDUCATION
Ken Salzman moved to add continuing education to
the agenda to discuss the continuing education brochure.
Rhonda Murray seconded the motion, motion carried.
NASW pre-approved the course by Healthcare Training Institute, Inc. for
continuing education in July 2001. Kirsten
Wallace wrote a letter to the Healthcare Training Institute, Inc. on behalf of
the Board regarding misleading information on the brochure.
NASW stated they will be writing a letter to rescind their approval.
The Board directed Marcie McGinty to send out letters to the licensee’s
that were audited and had taken this course for continuing education stating
that the Board will allow credit for the 10 hours for their 2001 renewal.
NEWSLETTER
The Board discussed doing a newsletter and using
information regarding continuing education from the December 1999 newsletter.
Robert Payne will write an article regarding the proposed law changes and
the newsletter will be mailed out by the end of December.
BOARD MEMBER
NASW will be sending names to the Governor’s
office to replace Ken Salzman whose board term will be expiring July 1, 2002.
ASWB FALL MEETING
Virginia Dickman reported that the ASWB’s legal
counsel recommended that state social work boards not accept the California
clinical social work examination.
Virgina Dickman is chair of the programs
committee for the spring education meeting, which will be April 11th
– 14th, 2002 at Milwaukee, Wisconsin.
CONFLICT
The Department of Education’s criteria for
becoming a mental health diagnose social worker conflicts with the social work
law. The Department of Education
can ask for a waiver if a social worker cannot be found.
Robert Payne will discuss this issue with the Department of Education.
MINUTES
Suzanne Bushfield moved to approve the August 6
and 7th board meeting minutes with an amendment stating it was the
intent of the Board to have had the Bureau do emergency rules for the law change
regarding House Bill 212, social service designee.
Virginia Dickman seconded the motion, and the motion carried.

The meeting adjourned at 3:30 p.m. on December 3, 2001 and reconvened December 4, 2001 to review applications and work on the rules.
