The meeting was called to order at 9:15 a.m. by Chair, Henri Le Moyne.
The board reviewed the minutes from the February 13, 2006 board meeting.
Motion was made by Mr. Morse to accept the minutes with amendments. Seconded by Mr. Morgan, carried.
Mr. Hetrick, Deputy Bureau Chief, gave the financial report. Detailed report is on the web. The board has as of 4/30/2006, $11,073.97 in appropriation with a cash balance of $121,647.60. The Board is in good financial shape. Expenditures are not as high as last quarter.
Motion made by Mr. Bachmeier to accept the report. Seconded by Mr. Morgan, carried.
Mr. Hetrick gave the investigative report. Fiscal Year 2006: To date, fourteen (14) complaints have been received. One (1) has been closed; one (1) has been referred for formal action; and twelve (12) remain under investigation. Fiscal Year 2005: Thirty-five (35) complaints were received. Four (4) have been closed; one (1) has been referred for formal action; and thirty (30) remain under investigation. Fiscal Year 2004: Thirty-eight (38) complaints were received. Eight (8) have been closed; nine (9) were referred for formal action; twenty (20) remain under investigation or pro-review; and one (1) awaits Board determination. Fiscal Year 2003: Thirty-two (32) complaints were received. Twenty-one (21) have been closed; eight (8) were referred for formal action; and three (3) are currently under investigation or pro-review. Fiscal Year 2002: Thirty-two (32) complaints were received. Twenty-two (22) have been closed; eight (8) were referred for formal action; and two (2) remain under investigation or pro-review. There are seven (7) files pending disciplinary review.
Mr. Hetrick presented an investigative report for case # REA-P3C-3-2004-9.
Motion was made by Mr. Morse to accept IBOL recommendation to close the investigation and send an advisory letter. Seconded by Mr. Morgan, carried.
Karl Klein, Deputy Attorney General, presented a stipulation and consent order for case # REA-2006-3.
Motion made by Mr. Morse to accept the IBOL recommendation to have respondent pay a $750 fine, investigative costs, attorney fees, take a 15 unit USPAP course, and be placed on one year probation. Seconded by Mr. Morgan, carried.
Karl Klein, Deputy Attorney General, presented a stipulation and consent order for case # REA-2006-4.
Motion made by Mr. Moe to accept the IBOL recommendation to have respondent pay a $750 fine, investigative costs, attorney fees, take a small residential income course, and be placed on one year probation. Seconded by Mr. Morse, carried.
Board discussed the distribution of USPAP books to Licensed Appraisers in
the State of
Motion made by Mr. Morse to approve distributing USPAP books to all appraisers including Registered Trainees. Seconded by Mr. Moe, carried.

Board discussed letter sent from Registered Trainee applicants. Applicants addressed the board and reiterated the letter sent to the board.
Motion made by Mr. Moe to accept the hours obtained from October 2004. Seconded by Mr. Morgan, carried.
Board discussed correspondence from an appraiser with a question on having to create a new order when a need arose to replace the client on a recently completed appraisal. The board agreed that it is up to the appraiser to charge a new fee or not. Mr. Morse to reply in a letter to the appraiser and to carbon copy the board.
The board reviewed AARO announcement to offer a copy of a seminar on tape entitled “Appraisal Scope of Work: Burden or Blessing”.
Motion made by Mr. Morse to have Board secretary find out the cost of a CD and to notify the board. Seconded by Mr. Moe, carried.
Board reviewed letter from an ex-board member requesting continuing education credit for time spent as a board member. At this time the board can not allow board members to count time spent as a board member as continuing education.
Motion made by Mr. Morse to direct IBOL staff to prepare new rule allowing board members to count board meetings as continuing education credit. Seconded by Mr. Moe, carried.
Board discussed letter from licensed appraiser who asked the board to clarify rule 299.02.a. In the future, board would like to discuss allowing credit for pre-licensure courses that are less then 15 hours in length. Mr. Bachmeier will respond to letter.
Board discussed an increase in fees for Pro-reviewers.
Motion made by Mr. Morse to give staff the latitude to pay Pro-reviewers up to $750 for commercial and $250 - $350 for residential. Standard 3 reviews will be negotiated case by case basis. Seconded by Mr. Morgan, carried.
Board discussed scheduling a conference call on the months that a board meeting is not scheduled. IBOL staff to establish dates, times, and agenda. Board members will be reminded through email of such conference calls.
Motion made by Mr. Morse to authorize staff to organize monthly meetings. Seconded by Mr. Bachmeier, carried.
Board discussed individuals determining values without a license. Civil
action could be used or cease and desist. Upon complaint IBOL will investigate
and may carbon copy
Board gave the public an opportunity to speak.
Motion made by Mr. Moe to go into executive session to review applications. Seconded by Mr. Bachmeier, carried.
