Minutes of February 17, 2004
The Idaho Real Estate
Appraiser Board meeting was called to order at 8:40 a.m., Monday, February 17,
2004 at the Bureau of Occupational Licenses. Owyhee Plaza, 1109 Main Street,
Suite 220, Boise, Idaho.

Minutes
Moved by Doyle Pugmire,
seconded by Paul Morgan and carried that the minutes of the October 20, 2003
Board meeting be approved.
Moved by Paul Morgan,
seconded by Doyle Pugmire and carried that the minutes of the November 18, 2003
Board meeting be approved.
New Business
The Board reviewed a
written request from Ms. Holly Hamilton, Licensed Residential Appraiser
regarding the refund and prorating of her licensing fees.
After a full discussion it was agreed that Ms. Hamilton’s request be
denied. Discussion was held with
Roger Hales regarding the pro-rating of fees. Moved and carried by Paul Morgan
and seconded by Doyle Pugmire that the request for pro-rating application fees
be denied. The Board has no discretion on pro-rating licenses.
Welcome to Ken
Stringfield of the Attorney General’s Office, to replace Cheri Bush.
Patti Fanckboner was
introduced to the Board as their new secretary.
She will be taking over the secretarial duties from Marcie McGinty.
Disciplinary Action
Rayola Jacobsen read the
Final Order in the matter of Richard Bauer REA-2003-5.
Moved by Doyle Pugmire
and seconded by Paul Morgan and carried that the Board go into executive session
to discuss possible litigation. The time being 9:40 a.m.
Moved by Paul Morgan and
seconded by Doyle Pugmire and carried that the Board come out of executive
session at 10:45 a.m.
REA-2003-12:
Moved by Paul Morgan, seconded by Doyle Pugmire and carried that the
Stipulation and Consent Order be rejected as written and revised to impose an
administrative fine in the amount of One thousand dollars ($1,000), respondent
must attend a 15 hour USPAP course within 90 days of order said course shall not
be used as continuing education credit, and Respondent shall be placed on
probation for one year.
REA-2003-6:
Moved by Doyle Pugmire, seconded by Paul Morgan and carried that
respondent request for payment arrangements will be a payment of one half of the
total amount due within forty five (45) days and the balance with in ninety (90)
days.
Budd Hetrick presented
the Investigative Report. To date twenty-two complaints remain under
investigation for fy2004. Eighteen complaints remain under investigation or
legal review for fy2003. Five are under investigation for fy2002.

REA L3-2-2004-5: Moved by
Paul Morgan and seconded by Doyle Pugmire that additional review and
investigation be conducted.
REA P5B-2004-18: Moved by
Paul Morgan and seconded by Doyle Pugmire to accept the Bureau recommendation.
Mr. Hetrick presented the
Financial Report and it was reviewed.
Legislative Report
Ms. Jacobsen presented
the Legislative Report.
Applications reviewed
The Board reviewed and
approved two (2) applications for exam and deferred ten (10) applications.
The Board has authorized
the issuance of the following certifications / licenses to these individuals
having met the educational and experience requirements and passing an
examination approved by the Board.

Brett Robinson Tyler Harwood
The Board reviewed one
(1) application for registered trainee. The
Board has authorized the issuance of trainee status to Paul Hyde based on his
documentation of providing seventy five (75) hours of education.
However, his education for licensure must come from an educational
sponsor approved by the Board.
The Board reviewed the
course books submitted by Grace M. Krohne for consideration of trainee status.
The Board determined that they will allow sixty five (65) hours credit
for the courses attended although prior to submittal of trainee application
applicant will need to complete a 15 hour USPAP course as required.
