Minutes of August 18, 2003
The Idaho Real Estate
Appraiser Board meeting was called to order at 8:45 a.m., Monday, August 18,
2003 at the Bureau of Occupational Licenses, Owyhee Plaza, 1109 Main Street,
Suite 220, Boise, Idaho.

Moved by Paul Morgan,
seconded by Stanley Moe and carried that the minutes of the June 24th
& 25th 2003 board meeting be approved.
Ms. Jacobsen presented
the Board with proposed Law and Rule changes.
Moved by Stanley Moe,
seconded by Paul Morgan and carried that the Board accept the proposed Law
change for Title 54-4105 and the proposed Rule changes for IDAPA 24, Title 18,
Chapter 01.
Mr. Hetrick presented the
Financial Report and it was reviewed.
Mr. Hetrick presented the
2004 Fiscal year renewal Bureau / Board contract with the Board.
Moved by Stanley Moe,
seconded by Henri LeMoyne and carried that the Board accept the contract as
written.
Complaint Report
The Investigative Report was presented and
discussed.
Fiscal Year 2004.
To date five (5) complaints have been received and are under
investigation.
Moved by Henri LeMoyne,
seconded by Paul Morgan and carried that the Board go into executive session to
discuss possible litigation. The
time being 9:35 a.m.
Moved by Stanley Moe,
seconded by Henri LeMoyne and carried that the Board come out of executive
session at 10:30 a.m.
REA-2004-1:
Moved by Henri LeMoyne, seconded by Stanley Moe and carried that the
Board accept the Stipulation and Consent Order for David L. Votaw, CRA-163.
REA-2003-11:
Moved by Paul Morgan, seconded by Henri LeMoyne and carried that the
Board accept the Stipulated Reprimand And Final Order for Daniel C. Gregory,
LRA-339.
Moved by Henri LeMoyne,
seconded by Stanley Moe and carried that Paul Morgan sign as interim chair to
sign the two Stipulation and Consent Orders presented.
The Final Order in the
matter of George Haney, License No. LRA-86, REA-2003-8 was presented to and
signed by Board Chair.
After full review and
discussion it was moved by Paul Morgan, seconded by Henri LeMoyne and carried
that the Board accept the audit reports submitted by Idaho Real Estate Appraiser
licensee’s for their 2003 continuing education renewal.
The Board approved seven
(7) application for exam and deferred four (4) applications.
The Board has authorized
the issuance of the following certificates / licenses to these individuals
having met the educational and experience requirements and passing an
examination required by the Board.
Licensed Residential

The Board reviewed two
(2) applications for registered trainee. The
Board has authorized the issuance of registered trainee status to these
individuals having provided Seventy five (75) hours of education and providing
documentation of a supervising appraiser who is in good standings with the Idaho
board.

pre-licensure and continuing education.
National USPAP:
Fifteen (15) hours pre-licensure and continuing education.
Real Estate Appraisal
Methods: Thirty-three (33) hours pre-licensure and continuing
education.
National USPAP Update:
Seven (7) hours continuing education.
