Minutes of February 18, 2003

The Idaho Real Estate Appraiser Board meeting was called to order at 8:15 a.m., Tuesday, February 18,2003 at the Bureau of Occupational Licenses, Owyhee Plaza, 1109 Main Street, Suite 220, Boise, Idaho.

Minutes 

Moved by Doyle Pugmire, seconded by Henri LeMoyne and carried that the minutes of the January 28, 2003 conference call be approved. 

Moved by Doyle Pugmire, seconded by Henri LeMoyne and carried that the minutes of the February 4, 2003 conference call be approved. 

Financial Report 

Mr. Hetrick discussed the financial report with the Board. 

Complaint Report 

Mr. Hetrick advised that a complaint report was not available, but would be published and available before the next meeting. 

Executive Session 

Moved by Henri LeMoyne, seconded by Doyle Pugmire and carried the Board goes into executive session at 9:35 a.m. to discuss possible litigation. 

Moved by Ruby Stroschein, seconded by Doyle Pugmire and carried the Board come out of executive session.

William D. Votaw

Moved by Stanley Moe, seconded by Henri LeMoyne and carried that the Board except the Hearing Officers findings of Fact with additions that a $1,000 dollar fine be added and that William D. Votaw be Audited on continuing education for the next two years.

 

Becky S. Kawano 

Moved by Ruby Stroschein, seconded by Henri LeMoyne and carried that the Board allow Becky S. Kawano to us 15 hour to meet the Stipulation and Consent toward her Continuing Education requirement for USPAP. However, this shall not be applied to her three year 45 hour continuing education cycle.

 

Change in Renewal Cycle 

Mr. Hetrick informed the Board that the change in renewal dates will go in effect July 1,2003 and that the renewal form affidavit would remain the same and that there will still be a 10% random audit conducted on licensees. The three year 45 hour continuing education cycle will also fall on the licensee’s birth date. A flyer will be sent out with the June 30 2003 renewal form explaining the new law change.

Washington Chapter ASFMRA. 

Spring 2003 Seminar: 11 hours continuing education. Moved to approve by Ruby Stroschein, seconded by Henry LeMoyne, carried.

 

National Association of Professional Mortgage Women. 

Understanding and Reviewing Appraisals: 3 hours continuing education Moved to approve by Stanley Moe, seconded by Ruby Stroschein, carried.

 

McKissock Appraisal School

Factory Built Housing: Online or Virtual Classroom, 7 hours continuing education information Technology and the Appraiser: Online or Virtual classroom, 7 hours continuing education. income Capitalization: Online or Virtual Classroom, 7 hours continuing education. Moved to approve by Doyle Pugmire, seconded by Henri LeMoyne, carried.

2003 Real Estate Market Forum: 5 hours continuing education. Moved to approve by Stanley Moe, seconded by Doyle Pugmire, carried

 

Appraisal Academy

Onsite Observation & Reporting: 4 hours continuing education. 

The Appraisers PDA: 4 hours continuing education. 

Adjustments, Appraiser, Underwriter: 4 hours continuing education.

Limited Residential Properties: 4 hours continuing education.

Electronic Communications: 4 hours continuing education.

Tough Residential Appraisal Assignments: 4 hours continuing education.

The ERC Relocation Appraisal: 4 hours continuing education.

Introduction to Computer Generated Valuation: 4 hours continuing education.

Predatory Lending and Client Pressures: 4 hours continuing education.

Limited Appraiser Liability Exposure: 4 hours continuing education .

Classes noted above have been approved for onsite classroom education only.

Moved by Stan Moe that the classes will not be approved for online education until the provider can provide documentation that the classes have been AQB approved. Seconded by Henri LeMoyne, carried.

 

Montana Real Estate Institute

Fundamentals of Real Estate Appraisal, course II: 30 hours Pre-Licensure.

Moved by Ruby Stroschein that this course be approved for continuing education only, and that the material is not advanced enough for Pre-licensure credit. Seconded by Henri LeMoyne, carried.

Reviewed applications for examination.
