Appraiser Experience
Appraisal Experience Logs must be submitted in chronological order or they will be returned to you.
The Real Estate Appraiser Laws and Rules include requirements governing the experience necessary for each classification of licensure. (see Idaho Code 54-4110 and Rules 299, 300, 350, & 400).
ONLY that appraiser experience obtained as a registered trainee shall be credited towards the experience required for original licensure. The requirements for supervising appraisers are also outlined by Board Rule. (see Rule 299.03.b.)
A registered trainee may only claim experience hours for appraisals which list the registered trainee's name and involvement within the appraisal report.
MASS APPRAISAL EXPERIENCE CRITERIA
The Idaho Board will recognize a MAXIMUM of 500 hours of mass appraisal experience for licensure. The following criteria apply.
1. Ad valorem tax appraisers must submit experience logs that include the date, property identification, property type, and note whether or not specific report documentation is on file. File documentation will count toward the "supportable and documented appraisal report requirements" noted in the rules. If no specific report documentation is on file, the appraisal will count toward mass appraisal experience and an explanation of available documentation will be required.
Experience hour guidelines (field & calculated) are as follows:
Residential - 1 hour per parcel not to exceed 8 parcels per day
Commercial - 1.6 hours per parcel not to exceed 5 parcels per day
Agricultural - 2.6 hours per parcel not to exceed 3 parcels per day
2. Components of the mass appraisal process that may be used toward the 500 hours are: highest & best use analysis; model specification (development of the model); and model calibration (developing adjustments to the model). Other components of the mass appraisal process, by themselves, shall not be eligible for experience credit.
3. Proper evidence documenting actual work experience in an appraisal capacity conducting the value estimating process for mass appraisal must be submitted. Experience credit may be awarded to ad valorem tax appraisers who demonstrate the use of techniques to value properties in accordance with Standard 6 of USPAP. Documentation must be submitted with any application, and the applicant must be prepared to verbally support such documentation. Such documentation may include computer-generated reports showing model development, model application and calibration, property record cards, and statistical tests of the efficiency model; job descriptions of positions held by the applicant, and organization charts; and county accuracy improvement and uniformity assessments conducted regarding the applicant's work.

Work Samples from your experience log will be requested after you submit your application. These reports must demonstrate your ability to comply with USPAP for the type of license you are requesting, as well as document a good working knowledge of all three approaches to value. The reports should include your working knowledge of Reconstructed Income and Expense Statements, development of Capitalization Rates, and the ability to analyze market rents.
