Meeting Minutes of April 16, 2004

The meeting was called to
order by Bill Dial, Chair, at 1:06 p.m. Roll
call was taken.
Minutes of the January
16, 2004 meeting were reviewed. Moved
by Mr. Griswold to approve the minutes as submitted.
Seconded by Ms. McGown, carried.
Ms. Jacobsen presented
the legislative report. The
proposed rules presented to the legislature were approved and are now effective.
Ms. Jacobsen presented
the financial report, which included a two-year variance report that helped to
determine the monies expended for legislation last year.
Ms. Jacobsen presented to
Investigative report. One complaint
was closed per Board determination.
Discussion was held on a
letter to the McCall building department addressing the scope of practice for
Landscape Architects. Moved by Ms.
McGown that Mr. Hales send a standard letter to McCall outlining education, and
the training and experience required in the preparation and design of stormwater
management. Seconded by Mr.
Griswold, carried.
Discussion was held on a
uniform seal to be used by licensed Landscape Architects.
Moved by Mr. Griswold to adopt the seal as graphically represented on the
Web site. Seconded by Ms. McGown,
carried. Moved by Ms. McGown that
the Bureau shall include a facsimile of the seal and specifications of 1 ¾
‘’ in diameter with all renewal notices effective immediately.
Seconded by Mr. Griswold, carried.
Discussion was held on
rules for Landscape-Architect-in-Training.
The Board will look into changes that may be needed in the future if it
is determined that there is a need for a fee and additional guidelines.
Discussion was held on
raising the cap for license fees. It
was determined that legislation would be considered for the 2006 session to
raise the cap. Moved by Ms. McGown
that the Board pursue a rule change to increase license renewal fees and
original license fees to $125.00. Seconded
by Mr. Griswold, carried.
Mr. Griswold reported
that he was approached by Mr. Block, a member of a legislative committee,
regarding the usefulness of a publication similar to the “Green Book” from
Washington state. The book is “Guidelines for Building Departments and Design
Professionals”. For a similar
publication in Idaho it would require a cooperative effort between the building
departments and each Board of Design Professionals. The Board determined they would be willing to work on this
type of publication.
Discussion was held on
the fall CLARB meeting to be held in Salt Lake City, Utah.
Ms. McGown stated that this would be a good opportunity for the entire
Board to attend the CLARB meeting because the travel costs would be minimal.

meeting adjourn at 3:15 p.m. Seconded
by Mr. Griswold, carried.
