Regular Board Meeting Minutes of July 31, 2003

The meeting was called to order at 1:18 p.m. by Dell Hatch, Chair.  Roll call was taken.  Others present:  Molly Creswell and Dave Bennion. 

Discussion was held on the CLARB meeting in September.  Ms. McGown and Mr. Hatch are unable to attend.  Mr. Dial will represent the Idaho Board at the CLARB meeting in Salt Lake City. 

Minutes from April 18, 2003 board meeting were reviewed.  Moved by Ms. McGown that minutes be approved as submitted.  Seconded by Mr. Dial, carried. 

Mr. Hetrick presented the legislative report.  The Board does not wish to propose legislation.  He informed the Board that the rules need to be approved and submitted by August 20, 2003. 

Mr. Hetrick presented the financial report.  Mr. Dial asked for a comparison in legal fees for the last two fiscal years.  Mr. Hetrick will put this report together and forward it to the Board. 

Mr. Hetrick presented the investigative report.  The Board has only one complaint that was received late in the last fiscal year.  It is under investigation.  Discussion was held. 

Discussion was held on sections A and B of the CLARB examination being changed to computer testing and being scheduled directly with CLARB by the applicant.  The Board asked that clarification be sought on how the scores and candidates are reported to us.  Are they part of the Council record or are scores sent to us to report to applicants. 

The Board reviewed the proposed rules.  Check with ASLA in regards to accredited programs (who accredits the program).  Discussion was held on the proposals and changes were made.  Ms. McGown requested that the proposal on continuing education be held until it can be distributed for comment to the Landscape Architects. 

Discussion was held on changes to the seal that will make it consistent.  Moved by Ms. McGown to adopt a standard seal to be used by Landscape Architects.  The proposed seal that was presented by Mr. Hatch will be distributed to all licensed landscape architects and available for viewing on the Boards web page. 

Moved by Ms. McGown that the rules be approve as amended and directs the Bureau to proceed with promulgation.  Seconded by Mr. Dial, carried. 

Moved by Ms. McGown that Mr. Dial attend the CLARB meeting in Salt Lake City in September with costs to be reimbursed.  Seconded by Mr. Dial, carried. 

Moved by Ms. McGown to accept the notice of intent to sit for examination form for use in the testing process.  Seconded by Mr. Dial, carried.
