Minutes of October 7-8, 2003

Vice-Chairman Birdsall called the meeting
to order at 9:00a.m.
Dr. Craig moved to approve the minutes of
the July 22-23, 2003 meeting as corrected.
Dr. Fischer seconded and the motion carried.
Ms. Jacobsen stated the rules have been
submitted and will be presented the first two weeks of legislative session.
The contract between the Board and the
Bureau was presented for review. Dr. Fischer moved to accept the contract and
have Vice-Chairman Birdsall sign on behalf of the Board.
Jun Shiosaki seconded and the motion carried.
Mr. Hetrick presented the financial
report showing a positive balance of $107,322.14.
Mr. Hetrick presented the investigative
report showing six complaints have been received this year and are under
investigation.
Mr. Hales reviewed the proposed rule
changes for this year.
OLD BUSINESS
Discussion was held on the use of the
Certified Rehabilitation Counselor Examination for licensure. This was tabled until more information on the exam can be
gathered.
Discussion was held on the National Certified Mental Health Examination to be sued for licensure as a Clinical Professional Counselor. This was tabled until the February 2004 meeting.
Dr. Craig moved to have the Bureau staff
draft proposed rules to remove the diagnostics requirement for Clinical
Professional Counselor and put in the National Certified Mental Health
examination in place of the diagnostics for review at the February meeting. Dr.
Fischer seconded and the motion carried.
Discussion was held on the Continuing
Education requirement for Clinical Professional Counselors.
Dr. Fischer moved to amend the law and present legislation this year for
the Continuing Education requirement to be added. Dr. Craig seconded and the motion carried.
Discussion
was held on e-mailing information between board meetings.
Ms. Crockett requests that all information be sent to the members, but
that all action be taken at next meeting.
Discussion was
held on the use of telephones in therapy and the need to draft guidelines.
Ms. Crockett proposed researching the National Guidelines, and holding
discussion at the February meeting.
NEW BUSINESS
Discussion was held on the Saturday
administration of the National Counselor Examination and the extra costs
involved in a Saturday administration. Dr.
Fischer moved to have the National Counselor Exam administered on the first
Fridays of March, August and December, starting with December 2003. Dr. Craig
seconded and the motion carried.
The Board requests that a full copy of the
Laws and Rules be available for each Board member at the meetings.
The Idaho Counseling Association and
Universities in Idaho should be encouraged to offer supervision training in the
future.
Dr. Craig moved that a postcard be sent to
all licensees updating them on the supervision requirements.
Dr. Fischer seconded and the motion carried.
Board Business File
The Board directed that a letter be sent in
reply to a request for reciprocity from Hawaii noting that Idaho allows
endorsement.
Dr. Fischer moved to go into executive
session for review of applicant files exempt from public disclosure. Jun
Shiosaki seconded and the motion carried.
Dr. Fischer moved to adjourn at 4:00p.m.
and to reconvene at 9:00a.m. October 8, 2003.
Dr. Craig seconded and the motion carried.
Vice-Chairman Birdsall called the meeting
to order on October 8, 2003 at 8:55 a.m.
Board members present: Dr. Craig, Dr.
Fischer, Roberta Crockett and Jun Shiosaki .
Absent and excused is Dr. Jones. Also
Present: Rayola Jacobsen, Budd Hetrick and Janice Wiedrick.
Dr. Fischer moved to go into executive
session for review of applicant files exempt from public disclosure. Jun
Shiosaki seconded and the motion carried.
Dr. Craig moved to come out of executive
session. Dr. Fischer seconded and the motion carried.
Dr. Craig moved to issue licenses to those
approved. Mr. Shiosaki seconded and
the motion carried.
Ms. Jacobsen reported that the legislative
action for Continuing Education for Clinical Professional Counselors would be
introduced this session. Dr.
Fischer would like to be in attendance at the legislative session.
Changes to be made on forms and web page
include:
1. On the LCPC review sheet change the LPCP to LCPC.
2. Change the LMFT check sheet to include 2,000 hours of post-graduate experience with a minimum of 1,000 hours with couples and families.
3. On the verification of supervised experience form add a line for LMFT’s to show the 1,000 hours with couples and families.
4. On Addendum 3 Clinical Practicum add How many direct client contact hours. _____ and How many with Couples and Family. _______
The next Board meeting will be on February
3-4, 2004 at the Bureau.
Mr. Shiosaki moved to adjourn at 1p.m.. Dr
Craig seconded and the motion carried.
