MINUTES
Chairman Roberta Crockett called the meeting to order at 9:00 a.m.
The Board reviewed the May 1st & 2nd minutes and made some corrections. Dr. Birdsall moved to approve the minutes as amended. Seconded by Ms. Hill, motion carried.
FINANCIAL REPORT
Mr. Hetrick presented the financial report which is available to the public on the Bureau’s website at www.ibol.idaho.gov.
Ms. Mac Master presented COU-2006-4. Ms. Woods moved to close this matter and request the Attorney General’s office issue a warning letter. Seconded by Dr. Freeman, motion carried.
INVESTIGATIVE REPORT

Dr. Birdsall moved to accept IBOL’s recommendation for closure against complaint COU-P4-2-2003-21. Seconded by Ms. Woods, motion carried.
Dr. Freeman moved to accept IBOL’s recommendation for closure against complaint COU-P4-2-2004-10. Seconded by Dr. Birdsall, motion carried.
Dr. Freeman moved to accept IBOL’s recommendation for closure against complaint COU-P4-2-2005-15. Seconded by Ms. Woods, motion carried.
Dr. Freeman moved to accept IBOL’s recommendation for closure against complaint COU-P4-2-2007-19. Seconded by Ms. Hill, motion carried.
Dr. Birdsall moved to accept IBOL’s recommendation for closure against complaint COU-P4-2-2007-20. Seconded by Ms. Woods, motion carried.
Dr. Birdsall moved to accept IBOL’s recommendation for closure against complaint COU-P4-2-2007-22. Seconded by Ms. Woods, motion carried.
Dr. Freeman moved to accept IBOL’s recommendation for closure against complaint COU-P4-2-2007-23. Seconded by Ms. Woods, motion carried.
Ms. Woods moved to enter into executive session under Idaho Code 67-2345 (1) (d), to consider records that are exempt from disclosure. Seconded by Dr. Birdsall, motion carried.
Dr. Birdsall moved to enter into regular session. Seconded by Ms. Hill, motion carried.
Mr. Hales will draft a form letter to be used when the Board denies applications.
Mr. Hales reviewed proposed Rule changes with the Board.
The Board discussed Rule 245 for registered MFT (Marriage & Family Therapist) interns. The Board noted that applicants shall register prior to commencement of supervised experience with the Board as an Intern in compliance with section 54-3402.
Dr. Birdsall moved to direct counsel to revise Rule 238.03.b to separate MFT supervisor’s from the other supervisor’s. Seconded by Ms. Woods, motion carried.
Mr. Hales may move the Inactive & Senior Status from Rule 400 to a separate section.
The Board discussed the cost of continuing education credits and the possibility of associations reducing the costs for those individuals who qualify for the retirement license.
Dr. Freeman moved to accept the proposed Rule changes. Seconded by Ms. Woods, motion carried.
Dr. Freeman moved to enter into executive session under Idaho Code 67-2345 (1) (d), to consider records that are exempt from disclosure. Seconded by Dr. Birdsall, motion carried.
Dr. Freeman moved to enter into regular session. Seconded by Dr. Birdsall, motion carried.
Dr. Freeman moved to reinstate Thomas A. Wilson’s license without restriction. Seconded by Dr. Birdsall, motion carried.
Ms. Woods moved to adopt the final draft of the Informed Consent order and request the Bureau post it on the website. Seconded by Dr. Birdsall, motion carried.
The Board would like to go on record thanking Dr. Fischer for his work on the Informed Consent agreement.
The Board discussed licensees that have been disciplined and as part of a stipulation are required to receive supervision.
The Board is looking at a more structured program in which a report goes back to the Board at the end of the probation for determination as to whether the supervision has been rehabilitative or of value to the person that is being disciplined.
Dr. Freeman presented the Board with a supervisory form and the Board discussed modifications.
Mr. Hetrick noted that the Attorney General’s office would need access to the form in order to give the Board flexibility at the end of the probation to make a determination that the supervision had been completed or to extend the probation. The order would need to be drawn out and very clear to include what the Board expects as a result of the supervision.
The Bureau will follow up with the Attorney General’s office on the Board’s interest in being more involved in the supervision program.
Ms. Woods moved to adopt the supervisory report form with proposed changes. Seconded by Ms. Hill, motion carried.
Dr. Birdsall was excused at 11:45 a.m. for the rest of the day.
The Board broke for lunch. 12:15 p.m.
The Board reconvened at 1:30 p.m.
Mr. Preece, President of the Idaho Association For Marriage And Family Therapy presented the Board with a proposal of a two tier license for Marriage and Family Therapist.
It was suggested that the new rules governing the designation Licensed Associate Marriage and Family Therapist include the following stipulations:
01. Graduate Degree. Possess a graduate degree in Marriage & Family Therapy as outlined in Section 54-3405C(1), Idaho Code.
02. Supervised clinical experience. Complete 400 supervised direct client contact hours. Of those hours, 150 must be direct client contact with couples & families.
03. Examination. Successful passage of the National Marital and Family Therapy Examination as approved by the Association of Marital & Family Therapy regulatory Boards (AMFTRB).
Dr. Freeman moved to request counsel prepare a Law change to establish an Associate Marriage & Family Therapist license. Seconded by Ms. Woods, motion carried.
Mr. Hales will prepare a draft of the law change and have it ready for the Board to review during a conference call August 27th, 2007 at 12:30 p.m. Mountain Standard Time.
Mr. Preece invited the Board to the annual Idaho Association for Marriage & Family Therapy conference September 29th, 2007.
The Board discussed customer satisfaction complaints and suggested a consumer satisfaction survey that is readily available to the public. The Board noted they were interested in positive as well as negative feedback.
Dr. Freeman presented The Board with a template for an annual report that could be used at conferences and presented to Association’s for educational purposes.
Mr. Hetrick stated the Bureau would be able to gather the information presented in Dr. Freeman’s annual report.
Ms. Cory noted that she would have some of the facts and figures ready for the Board by August 1st.
Ms. Woods moved to adopt an annual report from the bureau to the Board, utilizing the template as drafted with corrections. Seconded by Dr. Freeman, motion carried.

Ms. Cory gave a brief legislative report noting; the Bureau had hired 2 new investigators and a customer service specialist and was in the process of hiring an additional person for the investigative division.
The Board discussed issuing plaques to honor retiring Board members for their dedication, contribution and time served on the Board.
Dr. Freeman moved to order plaques in honor of retiring Board members. Seconded by Ms. Hill, motion carried.
ELECTION OF OFFICERS
Ms. Hill moved to re-elect Ms. Crockett as Board Chair and Dr. Freeman as Vice Chair. Seconded by Ms. Woods, motion carried.
Dr. Freeman moved to approve Michael Williams for licensure as a Marriage & Family Therapist based upon meeting all requirements for endorsement. Seconded by Ms. Woods, motion carried.
Dr. Freeman moved to approve Nancy Rothmeyer for licensure based upon meeting all requirements for Licensed Professional Counselor. Seconded by Ms. Woods, motion carried.
The Board granted accommodations to applicant # 901078065 to include time and a half and someone to read the National Clinical Mental Health Counselor’s Examination (NCMHCE).
The Board went through the “to do” list of items that were requested of the Bureau during the previous meeting.
The Board reviewed a correspondence about Life Coaching from Pat Akasmit. The Board noted it is a growing trend and not regulated through the Board however if a person is licensed they are required to follow the Rules, Statutes and ethical codes that regulate their license regardless of the title being used.
Ms. Hill moved to adjourn the meeting at 4:00 p.m. Seconded by Ms. Hill, motion carried.

Ms. Cory discussed PERSI with the Board members. Dr. Birdsall requested the Bureau draft legislation that would remove the Counselor board from PERSI to be considered at the conference call in August. Seconded by Ms. Woods, motion carried.
Upon further research it has been determined that Counselor Board does not participate in PERSI.
The Board discussed the case against Gail Ater and the Supreme Court’s ruling against the Board.
The Board inquired about when the list of experts was last updated and if the list notes the area of expertise for each individual. Ms. Cory will follow up with the Attorney General’s office on this item.
Ms. Cory will follow up with the Attorney General’s office in getting an updated list to send to the Board chair and based on that information the list could then be edited.
The Board discussed looking at a long term strategic plan for the direction Idaho should be headed in and keeping up-to-date. Dr. Freeman and Ms. Woods will be working on developing a task group to discuss the trends and present material that reflects what is happening nationally and gather feedback.

Dr. Freeman moved to enter into regular session. Seconded by Ms. Hill, motion carried.
Dr. Freeman moved to accept the Board’s recommendation for those applicants approved for licensure. Seconded by Ms. Woods, motion carried.
Dr. Freeman moved to approve David Riley, Veronica Harper, Jennifer Ritter and Lavelle Gardner licensure pending receipt of additional information properly submitted to the Bureau of Occupational Licenses. Seconded by Ms. Woods, motion carried.
Ms. Woods moved to table actions on the following applications, pending receipt of additional information. Seconded by Dr. Freeman, motion carried.

The Board requested the Bureau create an addendum for the application for licensure, in which applicants applying for licensure through endorsement would check off the documentation being submitted for review.
The Board requested the Bureau add an affidavit, in which the supervisor is certifying under penalty of perjury the information on the Verification of Supervision form is true and correct.
The Board requested the Secretary add clarification to the endorsement check list.
Ms. Hill moved to adjourn the meeting at 4:15 p.m. Seconded by Ms. Woods, motion carried.
The next regular Board meeting will be held October 2nd & 3rd at the Bureau of Occupational Licenses.
There is a conference call scheduled for August 27, 2007 at 12:30 p.m. MST, to
review the draft of a proposed Law change.
