Meeting Minutes of December 29, 2003

 

The Idaho State Cosmetology Board conference call was called to order at 9:03 a.m., Monday, December 29, 2003 at the Bureau of Occupational Licenses, Owyhee Plaza, 1109 Main Street, Suite 220, Boise, Idaho. 

Roll Call:         Christine Stutzke – Chair

                        Eric Negaard, Board Member

                        Joan (Joni) Huff, Board Member

                        Carol Martin, Board Member

 

Bureau Staff:  Rayola Jacobsen, Bureau Chief

                        Carl Ericson, Administrative Attorney

                        Marcie McGinty, Administrative Assistant

 

Geneal Thompson, Board member, absent, excused.

 

Minutes 

Moved by Carol Martin, seconded by Eric Negaard and carried that the Board go into executive session to discuss disciplinary matter.  The time being 9:05 a.m. 

Moved by Carol Martin, seconded by Joan Huff and carried the Board come out of executive session at 9:26 a.m. 

COS-2004-1:  Moved By Eric Negaard, seconded by Carol Martin and carried that the Board accept the Hearing Officer’s Findings of Fact and Conclusions of law in the matter of Michele S. Winters, License No. RC-20813. In addition respondent shall pay the costs incurred in the investigation and prosecution, and respondents license will be suspended for a period of six (6) months with five (5) months stayed.  Respondent shall also provide her client color files to the Board or its investigators for review for a period of one (1) year starting on December 29, 2003. 

COS-2004-10:  It was brought to the Board’s attention that the Stipulation and Consent Order in the matter of Carole Caves, License No. CI-17116 which the Board reviewed and approved at their November 17, 2003 meeting was actually not a current copy and that the Deputy Attorney General had renegotiated a second Stipulation and Consent Order to state that respondent would pay One Hundred Fifty dollars ($150.00) for an administrative fine and One Hundred Fifty dollars ($150.00) for the costs and attorney fees.  Respondent agreed to the second Stipulation and Consent Order and paid fees in full accordingly.  Based on this it was moved by Joan Huff, seconded by Carol Martin and carried that the Board will accept the amended Stipulation and Consent order.
