Meeting Minutes of September 10, 2003

 The Idaho State Cosmetology Board conference call was called to order at 9:12 a.m., Wednesday, September 10, 2003 at the Bureau of Occupational Licenses, Owyhee Plaza, 1109 Main Street, Suite 220, Boise, Idaho.

                                    Carl Ericson, Administrative Attorney

Carol Martin, board member, absent, excused.

 Minutes

Moved by Joni Huff, seconded by Eric Negaard and carried that the Board go into executive session to discuss disciplinary matters.  The time being 9:17 a.m.

Moved by Geneal Thompson, seconded by Joni Huff and carried the Board come out of executive session at 9:25 a.m.

COS-2003-1:  Moved by Geneal Thompson, seconded by Joni Huff and carried that Carol Grunsted, License No. RC-19741 shall pay a fine to the Board in the amount of $250.00 within thirty (30) days from service of the Final Order; that Respondent shall pay the cost and attorney fees incurred in the investigation and prosecution and that, beginning on the date of service of the Final Order, that license RC-19741 be placed on probation for a period of Sixty (60) days with thirty (30) days stayed. 

Moved by Geneal Thompson, seconded by Joni Huff and carried that the Board go into executive session to discuss disciplinary matters.  The time being 9:28 a.m. 

Moved by Eric Negaard, seconded by Geneal Thompson and carried the Board come out of executive session at 9:47 a.m. 

COS-2003-1:  Moved by Geneal Thompson, seconded by Joni Huff and carried that Covenant Group Management, Inc. dba Chrysalis, A Salon, License No. CS-221799 shall pay a fine to the Board in the amount of $500.00 within thirty (30) days from the service of the Final Order; that Respondent shall pay the cost and attorney’s fee incurred in the investigation and prosecution; that Scott and Carole Grunsted shall not submit application for establishment license or operate a cosmetology establishment for a period of one year from the service date of the final Order. 

Moved by Joni Huff, seconded by Eric Negaard and carried that the Board go into executive session to discuss disciplinary matters.  The time being 9:50 a.m. 

Moved by Geneal Thompson, seconded by Joni Huff and carried the Board come out of executive session at 9:58 a.m. 

COS-2003-4:  Moved by Eric Negaard, seconded by Geneal Thompson and carried that Quoc Nguyen, Owner of Cali Nail, License No. CS-6420 shall pay a fine to the Board in the amount of $1,000.00 within thirty (30) days from the service of the Final Order; that Respondent shall pay the cost and attorney’s fee incurred in the investigation and prosecution; that license CS-6420 shall be placed on probation for a period of two (2) years; that if any violation shall take place during the probationary period, the establishment license will be revoked.  

Moved by Eric Negaard, seconded by Geneal Thompson and carried that the Board request that Carl Ericson review the contract for the fiscal year and after such review Christine Stutzke will sign on September 22, 2003. 

Moved by Geneal Thompson, seconded by Joni Huff and carried that the conference call meeting be adjourned.  The time being 10:12 a.m.
