Meeting Minutes of
FEBRUARY 3, 2003
Meeting called to order at 8:30 a.m. by
Chair Christy Stutzke. Those
present: Carol Martin, Eric Negaard, Geneal Thompson, and Joni Huff.
Bureau staff present: Rayola
Jacobson, Budd Hetrick, John Kersey, Carl Ericson, and Kim Aksamit.
Joni
Huff was introduced as the New Board Member and Secretary of the Board, and Eric
Negaard was announced as Vice President of the Board.
Rayola
Jacobsen presented the legislative report.
Mrs.
Jacobsen noted that the Board made history in January by successfully conducting
the largest testing in the history of the Bureau.
Mrs.
Jacobsen informed the Board that the Bureau would no longer print Law and Rule
books. A CD will be sent out to all
Schools for their own use to make copies.
Discussion
was held on the new law that will become effective July 1, 2003 that will change
the expiration date on licenses to birth dates.
Mrs.
Martin moved to accept the Minutes of October 21, 2002 with corrections made;
seconded by Mrs. Thompson; carried.
Break
for 15 MINUTES
Budd
Hetrick gave the
financial report. The Board requested to have the financial
report 5 days before a board meeting. Mr.
Hetrick advised that the reports would be available on the web.

Discussion
was held on a question from Linda Mottishaw regarding education and legal
documents of students that must be kept on file with the school as stated in
rule 500.
John
Kersey informed the Board and audience that the new investigator for the North
is Larry Klump.
John
Kersey presented to the board the stipulated consent agreement completed for
#COSB5020216 and #COSL5B010114, regarding the disciplinary action of Mr. Leons
School of Hair Design, Moscow and Mr. Leons School of Hair Design, Lewiston and
Lisa Salisbury, owner.
Moved
by Ms. Martin and seconded by Ms. Huff to accept the stipulation for
#COSB5020216 and COSL5B010114 and Ms. Stutzke signed the order.
Also
presented was the stipulated consent agreement completed for #COSBLA0302005
regarding disciplinary action of Tamra L Docoate. Moved by Ms Martin and Seconded By Mr. Neggard to accept
order COSBLA0302005. Ms. Stutzke signed the consent order.
Moved
by Ms. Thompson to go into executive session; seconded by Ms. Martin, carried.
Moved
by Ms. Thompson to come out of executive session; seconded by Mr. Negaard;
carried.
Motion
made by Ms Thompson to accept the recommendation regarding COSB1B02B0287 after
striking the word “stayed” from the recommendation; seconded by Ms. Huff;
carried.
Motion
made by Mr. Negaard to accept COSL6A020294 as recommended; seconded by Ms.
Martin; carried.
Mr.
Erickson presented a Certificate of Graduation form to the board.
Motion by Mr. Neggard to approve the certificate of graduation form as a
requirement to be effective starting March 1, 2003; seconded by Ms. Martin;
carried.
Carl
Erickson addressed the issue of Idaho Code 54-812 and Rule 150 regarding
Endorsement. Discussion was held.
Lunch
Ms Stutzke directed the Bureau of
Occupational Licenses to prepare proposed legislation to delete the one-year
experience and 6 months student teaching requirement for the instructor license.
Motioned
by Ms Thompson to accept curriculum for the new Esthetics School in Boise;
seconded by Mr Negaard; carried.
