The Idaho State Board of Barber Examiners meeting was called
to order at 10:30 a.m., Monday, July 10, 2006 at the Bureau of Occupational
Licenses,
Roll Call: Kevin Moriarty, Board Member
Gussie O’Connor, Board Member
Bureau Staff:
Motion mad by Ms. O’Connor to appoint Mr. Moriarty as Board Chair.
Motion made by Ms. O’Connor to accept the minutes from March 13, 2006, seconded by Mr. Moriarty; motion carried.
Ms. Jacobsen gave the legislative report.
Motion made by Ms. O’Connor to direct the Bureau to mail out a post card regarding Law 54-523 to all licensed Barbers and Barber Shops, seconded by Mr. Moriarty; motion carried.
Ms.
Jacobsen presented the financial and
investigative report.

Motion made by Ms. O’Connor to recommend 3 months withheld suspension, $500
fine, investigative costs and attorney fees and 1 year probation, seconded by
Mr. Moriarty; motion carried.
Motion made by Ms. O’Connor to approve the Laws as received, seconded by Mr. Moriarty; motion carried.
Motion made by Ms. O’Connor to go into executive session to consider records that are exempt from disclosure as provided in chapter 3, title 9, Idaho Code, seconded by Mr. Moriarty; motion carried.
Motion made by Ms. O’Connor to come out of executive session, seconded by Mr. Moriarty; motion carried.
Motion made by Ms. O’Connor to approve the application for licensure for Robert Pryor with the stipulation that on an annual basis a report from his probation officer be submitted with each licensure renewal and that the licensee follow all laws and rules for Barbering, seconded by Mr. Moriarty; motion carried.
Motion made by Ms. O’Connor to approve the application for licensure for Michael Rice with the stipulation that on an annual basis a report from his probation officer be submitted with each licensure renewal and that the licensee follow all laws and rules for Barbering, seconded by Mr. Moriarty; motion carried.
Motion made by Ms. O’Connor to approve the application for licensure for Carlos Reyes, seconded by Mr. Moriarty; motion carried.
Motion made by Ms. O’Connor to approve the application for license for Mark Nguyen conditioned upon the following; that the information submitted for 10th grade education is approved by the US Department of Education, if found that it is not approved Mr. Nguyen must get a GED before any test scores will be released, seconded by Mr. Moriarty; motion carried.
Motion made by Ms. O’Connor to have the Board cover travel expenses to the 80th Annual Conference of The National Association of Barber Board of America in Denver Colorado including airfare, hotel accommodations, per diem, and honorarium for Gussie O’Connor and Kevin Moriarty, seconded by Mr. Moriarty, motion carried.
Motion made by Ms. O’Connor to direct the Bureau to respond
in writing to Ms. Hart and also send a copy to Brad Perkins that according to the
Laws governing this profession Ms. Hart
will need to go to
