Minutes of March 13, 2006

The Idaho State Board of Barber Examiners meeting was called to order at 11:00 a.m., Monday, March 13, 2006 at the Bureau of Occupational Licenses, Owyhee Plaza, 1109 Main Street, Suite 220, Boise, Idaho.

  Gussie O’Connor, Board Member
Bureau Staff:  Budd Hetrick, Deputy Bureau Chief
  Roger Hales, Administrative Attorney
  Kim Aksamit, Board Secretary

Motion made by Mr. Moriarty to accept the minutes from November 7, 2005, seconded by Ms O’Connor; motion carried.

Mr. Hetrick presented the financial and investigative reports.

Discussion was held on HB-723 no action was taken.

BAR-B-4-2-2006-3 Motion made by Mr. Moriarty to authorize closure, seconded by Ms. O’Connor; motion carried.

Motion made by Mr. Moriarty to direct the Bureau to write language to change the law to require an individual wanting an instructors license that they must previously hold a barber license and that once you obtain the instructors license that license will also allow you to practice and instruct, seconded by Ms. O’Connor; motion carried.

Motion made by Mr. Moriarty that the Barber exam be held at the Bureau and that the examination will be done on Mannequins starting July 13, 2006, seconded by

Ms. O’Connor; motion carried.

Discussion was held regarding background checks, no action taken.

Motion made by Mr. Moriarty to accept the continuing education for BI- 221527 once it has been submitted to the Bureau, seconded by Ms. O’Connor, motion carried.

Motion made by Ms. O’Connor to accept the additional curriculum for an instructor program at the Boise Barber College, seconded by Mr. Moriarty; motion carried.

Motion made by Mr. Moriarty to go into executive session to consider records that are exempt from disclosure as provided in chapter3, title 9, Idaho Code; seconded by Ms. O’Connor; motion carried.

Motion made by Ms. O’Connor to come out of executive session, seconded by Mr. Moriarty; motion carried.
