Meeting Minutes of November 3, 2003

 

 ROLL CALL:       Cher Stone, Chair

Leslie Thorson

                             Curtis Park

 

ALSO PRESENT:       Budd Hetrick, Deputy Bureau Chief

                                    Roger Hales, Administrative Attorney

                                    Kim Aksamit, Secretary

 

Cher Stone called the meeting to order at 8:40 a.m.   

Cher Stone directed that, if there were no objection, the March 10, 2003 board meeting minutes would be approved.  No objection was noted. 

Rayola Jacobsen gave the Legislative Report. 

CONTRACT

Rayola Jacobsen presented the service contract for fiscal year 2004 for the Board's review.  The contract was executed by the Board Chair. 

FINANCIAL REPORT 

Budd Hetrick presented the financial report.   

INVESTIGATIVE REPORT 

Budd Hetrick presented the investigative report, which indicated that no complaints have been filed. 

 Motion made by Leslie Thorson to direct the Bureau to prepare new law to deal with out of state schools second by Curtis; motion carried. 

Motion made by Curtis Park to direct the Bureau to work on the language to lower the license renewal fee by rule, seconded by Leslie Thorson; motion carried. 

Motion made by Curtis Park to strike the recommendation of the Barber Association form the rule, seconded by Leslie Thorson; motion carried. 

 NATIONAL BARBER ASSOCIATION 

Curtis Park and Leslie Thorson noted that the meeting was very informative. 

Motion made by Curtis Park to go into executive session to discuss potential litigation with legal council, seconded by Leslie Thorson; motion carried. 

Motion made by Leslie Thorson to come out of executive session, seconded by Curtis Park; motion carried 

Motion made by Curtis Park to request and authorize the Bureau to prepare the law change which would allow applicants who complete training in an out of state school to qualify for examination, if that schools, hours, curriculum and instructors meet Idaho’s training requirements.  The Board requests that pending and future applicants submit information reviewing their education, including the schools curriculum, number of hours, and instructor qualifications. This information will allow the board to determine whether the applicant meets the minimum requirements of the Idaho Law, seconded by Leslie Thorson; motion carried. 

The meeting adjourned at 10:30 p.m.
