Board Minutes for March 11, 2002

Cher Stone called the meeting to order at 1:00 p.m.

Curtis Park moved to approve the November 5, 2001 board meeting and January 3, 2002 conference call minutes.  Leslie Thorson seconded, and the motion carried.

INMATES

The Board discussed the law regarding cutting hair on inmates inside of the jail.  The Idaho law does not allow licensed barbers to cut hair in an unlicensed facility.  The Board indicated they could have their hair cut while on work release in a licensed facility.  The Board directed Roger Hales to work on language for a law change, for the 2003 legislation, to allow licensed barbers or barber-stylist to go into jail or prison to cut inmates hair.

UPGRADING

The Board discussed the process for a licensed barber to upgrade to a barber-stylist license.  This will require the barber to go back to an approved barber college and obtain 900 more hours of training in the chemical fields and reapply for the examination.  Barbers that were licensed prior to July 1, 2001 may upgrade their license without going back for additional training up to June 30, 2003.  After June 30, 2003 they will have to have the 900 hours of chemical training and retake the examination.

RECIPROCITY

South Dakota Barber Board requested reciprocity with Idaho Barber Board.  The Board directed that a copy of the law book be sent to their Barber Board and request they submit a copy of their law book for consideration.

EXAMINATION FACILITY

The Board administered the examination to two candidates at the new approved testing site called Going In Style.

FINANCIAL REPORT

Budd Hetrick presented the financial report to the Board, which indicated a balance of $12,673.22.  Curtis Park moved to accept the report.  Cher Stone seconded the motion and the motion carried.

RENEWAL FORM

Budd Hetrick presented the 2002 renewal form for the Board to review.  The Board would like a note on the barber renewal form stating that the grand fathering period for upgrading to a barber-stylist license is through June 30, 2003. 

NEW PROSECUTING ATTORNEY

Kirsten Wallace introduced Dave Lloyd, who will be replacing her after April 1, 2002.

BOND

The barber law has a requirement of a $2,000 bond for barber colleges.  The Board will discuss raising this fee at the next board meeting.

EXAMINATIONS

The Board scheduled barber exams for July 8 and November 18, 2002.  If there are applicants that graduate or apply from out of state and want the examination prior to these dates the board will take this into consideration.

EXECUTIVE SESSION

Leslie Thorson moved to enter executive session to discuss applications.  Curtis Park seconded the motion and the motion carried.

Barber endorsement applicant BARA-144146 must submit proof of barber training for the board to review.

Barber applicant BARB-144161 was not approved for examination.

Endorsement applicant Fender Polk was approved for licensure.
