Minutes of Minutes of March 12, 2001

Cher Stone called the meeting to order at 1:20 p.m.

MINUTES

Leslie Thorson moved to approve the minutes from the July 24, 2000 and February 15, 2001 conference call and November 13, 2000 board meeting. Cher Stone seconded and the motion carried.

FINANCE REPORT

Thomas Limbaugh presented the board the finance report indicating a balance of $69,673.85 as of March 9, 2001.

Thomas Limbaugh presented the board a budget request form for the 2002 fiscal year, and asked that the completed form be submitted no later than May 1. The Board asked that funding be requested allowing the entire Board to attend the National Convention each year. The Board is looking at the possibility of having additional testing, which will also require additional funds.

HOUSE BILL 28

The Barber Legislation, House Bill 28 is in the Senate. Should the bill become law, Thomas Limbaugh and Budd Hetrick will, at the Board’s request, draft temporary rules to address the law changes. Once the Board approves the rules, they will go into effect on July 1, 2001.

PERMITS

The Board was informed that there is no law to allow the issue of barber student or work permits. Temporary permits are addressed on Rule 300. When the new temporary rules are written Rule 300 will be taken out.

RENEWAL FORMS

The Bureau will include information about the new barber law that will be in effect July 1, 2001 on the June 2001 renewal forms.

NIC TRAINING

Cher Stone and Leslie Thorson will be attending the NIC examination training on March 24 and 25, 2001 held at the Owyhee Plaza.

EXECUTIVE SESSION

Leslie Thorson moved to enter executive session for the review of applications. Cher Stone seconded and the motion carried.

Leslie Thorson moved to re-enter regular session. Cher Stone seconded and the motion carried.

Leslie Thorson moved to deny a barber license to applicant BARA-15753 at this time, as the endorsement requirement of holding a current license in another state for three years will be met on August 1, 2001; that barber applicant BARA-16071 be required to submit additional supporting documentation regarding prior licensure or registration and work experience; and barber applicant BARA-16165 applying by endorsement from Utah was approved for licensure. Cher Stone seconded and the motion carried.
