Minutes of Minutes of March 13, 2000

Leslie Thorson called the meeting to order at 1:00 p.m.

MINUTES

Curtis Park moved to approve the November 8, 1999 minutes. Leslie Thorson seconded the motion, motion carried.

FINANCIAL REPORT

Thomas Limbaugh presented the Board the finance report indicating a balance of $40,271.86 as of March 9, 2000.

NEW PROGRAM AUTHORIZATIONS

Thomas Limbaugh presented the Board a memo from the Joint Finance & Appropriations Committee reminding all the Boards that they must obtain spending authority prior to creating a new program.

INVESTIGATIVE REPORT

Kirsten Wallace presented the Board with two disciplinary files with recommended action.

File BAR-B1-02A-99-002 failed to renew personal and shop licenses for multiple years. The Board authorized Kirsten Wallace to enter into a Consent Order with Respondent and if Respondent does not respond then pursue a Disciplinary Hearing.

File BAR-L6A-04-99-001 has a conviction of a felony with a withheld judgement. The Board has decided not to pursue any disciplinary action at this time.

Kirsten Wallace asked the Board about inmates cutting other inmate’s hair in jail. The Board said this should be brought to the attention of the proper authorities, as this would be considered unlicensed practice. A second question was asked regarding licensed barbers cutting veteran’s hair in their individual rooms at the Veterans Home. The Board said this is allowed when the individuals are confined to their facility.

RENEWAL FORMS

The Board was presented the June 2000 renewal forms for approval. The renewal form will include a message requesting support of a barber commemorative stamp and addresses for letters of support.

NIC CONTRACT

The Board reviewed a contractual agreement between the National-Interstate Council of State Board of Cosmetology, Inc and the Idaho Board of Barber Examiners. Curtis Park moved to accept the contract and mail the contract to Cher Stone to sign on behalf of the Board. Leslie Thorson seconded the motion and the motion carried.
